6 <br /> Mr. Hammer said judicial intervention for foster care is high here. He suggested <br />conferring with Hampton officials. <br /> <br /> Mr. Norris noted that the report says we are a compassionate community. He <br />suggested that a more accurate measure would be how do we move people out of poverty, <br />and he would like more specifics about how successful other communities have been in <br />decreasing poverty. He said he would also like to hear more on health benefits for future <br />retirees. He agreed about a strategic focus for affordable housing, and would like to <br />move forward quickly with that recommendation. He said he would like more <br />information on what Boulder, Colorado has done. He said we need help about how to <br />make CTS even better, more efficient and effective given the funding. <br /> <br /> Mr. Norris said staff will come back in 90 days, but if there is anything <br />implementable in 45 days or he asked the team to come back with those <br />recommendations. <br /> <br />REPORT <br />: PIEDMONT COUNCIL OF THE ARTS <br /> <br /> Ms. Maggie Guggenheim, Executive Director of Piedmont Council of the Arts, <br />presented PCA’s new vision and goal. <br /> <br /> Dr. Brown said a lot of very positive things are going on with arts in the <br />community. <br /> <br /> Mr. Huja said good arts programs make Charlottesville a good community. <br /> <br /> Mr. Norris said that investment in arts can be an economic generator. <br /> <br />REPORT <br />: RIVANNA RIVER BASIN COMMISSION REPORT AND REQUEST <br />FOR AUTHORIZING TO APPLY FOR GRANT <br /> <br /> Ms. Leslie Middleton, staff to the Rivanna River Basin Commission, asked for <br />Council’s support of a grant from the Chesapeake Bay Stewardship Fund’s Innovative <br />Nutrient and Sediment Reduction grant program. She said no funds are required from the <br />City. <br /> <br /> On motion by Mr. Huja, seconded by Dr. Brown, a letter of support for the grant <br />was approved by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. <br />Norris. Noes: None. Absent: Mr. Taliaferro. <br /> <br />ORDINANCE <br />: ZONING ORDINANCE AMENDMENTS RELATED TO BED AND <br />BREAKFAST ESTABLISHMENTS <br /> <br /> Ms. Ebony Walden, Planner in Neighborhood Development Services, said that in <br />September of 2008 the Planning Commission initiated a text amendment to amend the <br />definition of a bed and breakfast primarily to devise a guest room limitation to prevent <br />hotel like establishments in residential zones. In October staff recommended an amended <br />definition with an eight guest room limitation but the Planning Commission decided to <br />craft a three tier definition with varying bedroom limitations instead. At their November <br />regular meeting, the Commission drafted proposed ordinance changes that included: <br />definitions for three types of bed and breakfast establishments, a change to the city’s <br />zoning use matrixes to include the three categories, allowing bed and breakfast <br />establishments in low-density residential zones and creating additional regulations for <br />bed and breakfast establishments similar to the home occupancy standards. <br /> <br /> Mr. Huja said he thinks the definition of a bed and breakfast is an improvement. <br />He suggested changing the ordinance to not allow inns or bed and breakfasts by special <br />permit or by-right in R-1 and R-2 zones. <br /> <br /> Responding to a question from Dr. Brown, Ms. Walden said the original staff <br />recommendation was just to change the definition, not to allow those establishments in R- <br />1 or R-2 zones. <br /> <br />
