COUNCIL CHAMBER – March 16, 2009

Council met in regular session on this date with the following members present:
Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro.

ANNOUNCEMENTS

Mr. Norris said that the Voter Registrar will hold a candidate training forum on
March 25.

Ms. Edwards said that a funding raising reception for a privately funded trip to
Winneba, Ghana will be held on Friday. She encouraged everyone to shop and eat
locally. She said the Boys and Girls basketball teams had a great season.

AWARDS/RECOGNITIONS
: FESTIVAL OF THE BOOK PROCLAMATION;
FLICKER THE FLAME; POISON PREVENTION PROCLAMATION; CENSUS
PROCLAMATION; RED CROSS PROCLAMATION

Mr. Norris presented the City-County Communications and Marketing
Association (3CMA) Savvy “Award of Excellence” to the Gas Division mascot, Flicker
the Flame.

Mr. Norris presented proclamations for Virginia Festival of the Book, the Red
Cross, Poison Prevention and the Census.

PUBLIC

Ms. Linda Seaman, Chairman of the Community Scholarship program, gave an
update on the program. She said 32 scholarships have been awarded. She said the
program is funded by City and private donations, and the City will again be requested to
provide matching funds.

Mr. Bob Fenwick, 901 E. Jefferson Street, representing Save McIntire Park, asked
supporters to stand and many in the audience stood. He said citizens will decide this
issue.

Mr. Randy Page, 1401 Wellford Street, said Council needs input on the decision
to allow the YMCA to build a facility in McIntire Park. He said the facility is only a
vision and McIntire is not an appropriate site.

Mr. Stratton Salidas, 704 Graves Street, said the Meadowcreek Parkway will
increase traffic and will bypass retail centers. He said the park should not be sacrificed.
He said conditions have not been met. He said we need pedestrian oriented development
and a better bus system and bike trails.

Ms. Barbara Cruickshank, Spring Lake Drive, Earlysville, said the Meadowcreek
Parkway is an archaic 40 year old idea. She said more roads are not the answer. She said
park land is precious and irreplaceable, and the Parkway will further degrade Meadow
Creek.

Ms. Colette Hall, 101 Robertson Lane, said the former Rock Hill Academy
gardens are an important landscape adjacent to McIntire Park.

Ms. Khabira Wise, 1818 Yorktown Drive, said she is against the Meadowcreek
Parkway and locating the YMCA in McIntire Park. She said the County portion of the
road has been clear cut and a walking trail has been lost. She said noise from the
Parkway will have an impact on Brandywine Park. She said the idea of a botanical
garden in McIntire Park is a good idea. She said she would also like to see a dog park
integrated into the park.
