15 <br /> (4) The purposes for which the Authority has been formed are to develop a <br />regional refuse collection and disposal system, as such terms are defined in Virginia Code <br />Section 15.2-5101 of the Virginia Water and Waste Authorities Act, including <br />development of systems and facilities for recycling, waste reduction and disposal <br />alternatives with the ultimate goal of acquiring, financing, constructing, and / or <br />operating and maintaining regional solid waste disposal areas, systems and facilities, all <br />pursuant to the Virginia Water and Waste Authorities Act. <br /> (5) Since its inception the Authority has assumed all responsibility for the <br />operation of the existing landfill which has served the City and the County. Additional <br />projects will be identified by the Authority and implemented through agreements with <br />and among the City and the County. It is not practical to set forth herein any estimates of <br />the Authority’s capital costs, project proposals and project service rates. <br /> (6) The Authority shall cause an annual audit of its books and records to be made <br />by an independent certified public accountant at the end of each fiscal year and a certified <br />copy thereof to be filed promptly with the governing bodies of the City and the County. <br /> <br />REPORT <br />: PARKS MASTER PLANNING PROCESS (INCLUDING MCINTIRE <br />PARK) <br /> <br /> Mr. Brian Daly, Acting Director of Parks and Recreation, reviewed the proposed <br />parks master plan process. He said he wants to ensure that there is an open, transparent <br />and consistent process using the best parks and recreation management planning. He said <br />the plans will be developed in the context of the entire park system. <br /> <br /> Mr. Norris asked about the process for amending a plan without having to go <br />through the entire process, and Mr. Daly said in that case it would move to the later stage <br />unless there are major changes. <br /> <br /> Mr. Huja said he thinks the Planning Commission should be involved in the <br />approval of the final plans. <br /> <br /> Mr. Norris suggested adding an amendment process. <br /> <br /> On motion by Mr. Huja, seconded by Mr. Taliaferro, Council approved the <br />proposed process, as amended to add involvement by the Planning Commission and an <br />amendment process, by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, <br />Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br /> Mr. Norris said he will be asking Council to amend the McIntire Park plan <br />regarding softball. <br /> <br />APPROPRIATION <br />: $10,353,701 – GRANT FUNDS FROM VDOT AND THE <br />FEDERAL GOVERNMENT FOR URBAN CONSTRUCTION (ALLOCATED IN FY <br />nd <br />2005 – FY 2008) (2reading) <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, explained that <br />in May of 2005 the City began to participate in VDOT’s urban initiative where we <br />manage our own projects. He said funds from VDOT did not get appropriated though <br />most has already been received. He said the State funds are earmarked for Hillsdale <br />Drive and the Federal funds are earmarked for the 250 Bypass interchange. He said this <br />will balance the books with VDOT funding. <br /> <br /> Mr. Huja said this is basically a housekeeping matter. <br /> <br /> Mr. Norris said he would prefer to see the dollars spent other places. <br /> <br /> Dr. Brown noted that we do not have the discretion to spend the money <br />elsewhere, and would have to give it back if not used for the original purpose. <br /> <br />th <br /> The $10,353,701 appropriation, which was offered on February 17, was <br />approved by the following vote.
