<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Friday, March 20, 2009 AT 12:00 noon IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM – March 20, 2009 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> Ms. Gertrude Ivory, Associate Superintendent of Schools, presented an <br />organizational chart for the Creative Learning After School and Summer (CLASS) <br />program. She said the only change to the program is the elimination of the coordinator <br />who has oversight of the program. She said the program will be assigned to another <br />division level coordinator and the Associate Superintendent will have division level <br />oversight of the program. <br /> <br /> Dr. Brown said the summer programs for kids offered by the Schools have been <br />improved, especially those done in partnership with Parks and Recreation. <br /> <br /> Mr. Norris said he appreciates the desire by the School Board and staff to find <br />efficiencies. He said he thinks the process issues that have been raised have been <br />addressed and acknowledged. He said his preference would have been to phase in the <br />change, but he appreciates the work to assure a smooth transition. He suggested that <br />perhaps the current coordinator could be involved in some way since she has done such a <br />good job with the program. <br /> <br /> Mr. Harley Miles, Supervisor of Assessments, presented the tracking matrix for <br />the efficiency review, which is an interactive document on the web. He reviewed public <br />engagement opportunities. <br /> <br /> Council and the School Board discussed options for reconfiguration of the <br />elementary and/or middle schools. <br /> <br /> Mr. Norris said he thinks it would be helpful to balance the benefit of having one <br />th <br />middle school versus two smaller middle schools. He said he supports moving 5 grade <br />back to elementary schools. <br /> <br /> Dr. Brown asked if City Schools are gaining students because of the economy, <br />and Ms. Rosa Atkins, Superintendent of Schools, said yes, that has already started to <br />happen. <br /> <br /> Dr. Brown said that next fall we will have a better sense of what the next year’s <br />budget will be like. <br /> <br /> Mr. Huja said he would like to discuss the drop out rate and efforts to address it at <br />a future meeting. <br /> <br /> The meeting was adjourned. <br /> <br />______________________________ ______________________________ <br />President Clerk <br />
