5 <br /> Mr. Taliaferro said he is concerned about both the money and the value. <br /> <br /> Dr. Brown said it would be nice to see specifics places have gotten out of it. <br /> <br /> Mr. Norris asked what other alternatives are. <br /> <br /> Mr. O’Connell said the efficiency study done was another method. <br /> <br /> Ms. Edwards suggested using the P-3 model with agency reviews. She asked why <br />this would be the best model. <br /> <br /> Mr. Huja said he is concerned about adding the position. <br /> <br /> Mr. Norris suggested that Council discuss this again at a later time. <br /> <br /> Ms. Beauregard said the next work session will be on April 2 and will be on <br />agency funding. <br /> <br />Public Comment <br /> <br /> Mr. Jim Moore, Hazel Street, said the City has a large investment in CityLink <br />which was designed for performance management. He suggested that professional <br />management systems that are used elsewhere be explored, such as ICMA. He said the <br />City has not defined what it wants to measure yet. He suggested adopting the outside <br />agency review system and applying it to City programs, incorporating performance <br />management in department head agreements, and installing other processes in CityLink. <br /> <br /> Mr. O’Connell said the City spent three years with the ICMA program, but it was <br />not satisfactory. He said CityLink is only a piece of data collection. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, said she has heard a rumor that the fire <br />station on the 250 Bypass will take a large piece of McIntire Park. She said she heard the <br />comment that funding for stormwater improvements will eventually be paid for by a fee. <br />She said RWSA is proposing rate increases, and the City is getting hit hard. She asked for <br />clarification about the funding available for Council priorities. <br /> <br /> Mr. Norris said $137,900 remains from the $250,000 set aside for Council <br />priorities. He said his guess is that most of that will go to agencies or Council reserve. <br />He said Council agreed that this is not a good time to have a stormwater fee, but did not <br />want to take it completely off the table. <br /> <br /> Mr. Brian Daly, Acting Director of Parks and Recreation, said he is not aware of <br />any plans for the fire station to take more of the park. <br /> <br /> Ms. Hall said that the Director of the Library, John Halliday, spoke to North <br />Downtown Residents Association about the Library’s plans, and she suggested that he be <br />part of the dialogue on the Library. <br /> <br /> Mr. Moore asked that Council keeping the working class in mind with regard to <br />the tax rate. <br /> <br /> The meeting was adjourned. <br /> <br />______________________________ _____________________________ <br />President Clerk <br /> <br />
