COUNCIL CHAMBER – April 20, 2009 Council met in special session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. ANNOUNCEMENTS . MrNorris said he is pleased with the progress of the downtown mall, and th announced the grand reopening celebration on May 29. He said there will be hazardous and bulk waste disposal at the Ivy Landfill May 9, 16 and 23. He said that in conjunction with Building Safety Week, Neighborhood Development Services will be offering courtesy wood deck inspections. He said the City is now on Facebook and Twitter. th Ms. Edwards announced that a community job fair will be held on April 27. AWARDS/RECOGNITIONS : SILVER STAR BANNER DAY; BUILDING SAFETY WEEK; FAIR HOUSING MONTH Mr. Norris presented the Fair Housing Month proclamation, Silver Star Banner Day proclamation, and Building Safety Week proclamation. PUBLIC Ms. Jeanne Chase, 223 Old Lynchburg Road, asked Council to reverse Public Work’s determination that the City is not responsible for the Jefferson Wood subdivision sewer line. She said several questions remain unanswered. Mr. Philander Chase, 223 Old Lynchburg Road, presented questions about the sewer line. He asked Council to direct staff to address the questions within 30 days. Mr. Josh Bare, Director of Hope Community Center, said the Center will be offering a summer program, “Meet Your Neighbors,” and said ESL programs are offered at Hope House, after school programs are offered, and Christmas in July will be held. He expressed concern that the police are pulling homeless people out who are camping in the woods and they have no place to go. He asked Council where he should tell them to go. Dr. Harold Bare, President of Hope Community Center, said he has been told that the only zoning available for an emergency homeless shelter is in business area, and he does not that think is a good position for the City to be in. He said such a shelter would only need to meet the BOCA code. He said he supports single resident occupancy housing, but the cost is unknown. He said we have an emergency situation and need an emergency shelter. He asked that the City be part of the team. Ms. Martha Levering, 712 Grove Avenue, read a letter written by the President of the League of Women Voters, indicating that the League remains steadfast in support of th the water plan. She announced that the League will sponsor a forum on April 28 on the Chesapeake Bay. Mr. James King, 2607 Jefferson Park Circle, said the City’s policy change about the Old Lynchburg Road sewer connector will affect homeowners throughout the City. He said he hopes Council will reverse that decision. Ms. Dede Smith, 2642 Jefferson Park Circle, noted that the water usage number used in the Conservation Study is significantly lower than the figures used in the demand analysis for the water plan. She said it is imperative to get the dredging survey done. Mr. Kevin Lynch, 609 Locust Avenue, thanked Council for moving forward with the dredging RFP. He noted that the Albemarle County Service Authority did not discuss the RFP at its last meeting. He said the cost of not doing dredging will be substantial.
