8 Ms. Beauregard said that issue has come up a lot. She said staff has talked about annual citizen surveys and plans to go out in the community in phases two and three. Dr. Brown said he will feel best about the data if we get community input. Ms. Edwards said she would like to know more about how much time is being put into this and how much time each phase is going to take. She said perhaps we could use it as a model for the Council retreat. REPORT : DOWNTOWN MALL UPDATE Mr. Taliaferro noted that the Downtown Business Association had high praise for the project. Mr. Jim Tolbert, Director of Neighborhood Development Services, gave a photo presentation of the mall renovation project. He said the project was completed on time, is 10% to 15% under budget, and 13% of the workers were part of the local workforce development initiative. Mr. Taliaferro said he hopes we can carry forward lessons learned on this project to other projects. Dr. Brown said this was a situation where the City exceeded people’s expectations. th Mr. Tolbert said a celebration of the mall will be held on May 29. RESOLUTION : APPROVING APPLICATION FOR SOUTHEASTERN EFFICIENCY ALLIANCE GRANT Ms. Judy Mueller, Director of Public Works, said that the City has been putting together data on baseline emissions, and the local building stock is a major contributor to that. She said there is an opportunity for a $500,000 grant with Albemarle County and the University of Virginia that could result in gas, electricity and water savings. She said no match is required. She said Council is also being asked to authorize signing of a support letter for the grant. Responding to a question from Mr. Huja, Ms. Mueller said that the grant th submission deadline is May 15 and a decision will be made the middle of June. Mr. Huja said he supports the resolution and thinks we should pursue it. Dr. Brown thanked staff for working hard on this. He said this is a good opportunity to collaborate with Albemarle County and U. Va. He said the grant will jumpstart that effort. Mr. Taliaferro said he thinks this is an exciting project. On motion by Dr. Brown, seconded by Mr. Huja, Council approved the Resolution Authorizing the Southeastern Efficiency Alliance grant by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Taliaferro. Noes: None. Absent: Mr. Norris. On motion by Dr. Brown, seconded by Mr. Huja, Council approved signing the letter of support for the grant by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Taliaferro. Noes: None.
