She said staff has talked about <br />annual citizen surveys and plans to go out in the community in phases two and three. <br /> <br /> Dr. Brown said he will feel best about the data if we get community input. <br /> <br /> Ms. Edwards said she would like to know more about how much time is being put <br />into this and how much time each phase is going to take. She said perhaps we could use <br />it as a model for the Council retreat. <br /> <br />REPORT <br />: DOWNTOWN MALL UPDATE <br /> <br /> Mr. Taliaferro noted that the Downtown Business Association had high praise for <br />the project. <br /> <br /> Mr. Jim Tolbert, Director of Neighborhood Development Services, gave a photo <br />presentation of the mall renovation project. He said the project was completed on time, is <br />10% to 15% under budget, and 13% of the workers were part of the local workforce <br />development initiative. <br /> <br /> Mr. Taliaferro said he hopes we can carry forward lessons learned on this project <br />to other projects. <br /> <br /> Dr. Brown said this was a situation where the City exceeded people’s <br />expectations. <br /> <br />th <br /> Mr. Tolbert said a celebration of the mall will be held on May 29. <br /> <br />RESOLUTION <br />: APPROVING APPLICATION FOR SOUTHEASTERN <br />EFFICIENCY ALLIANCE GRANT <br /> <br /> Ms. Judy Mueller, Director of Public Works, said that the City has been putting <br />together data on baseline emissions, and the local building stock is a major contributor to <br />that. She said there is an opportunity for a $500,000 grant with Albemarle County and <br />the University of Virginia that could result in gas, electricity and water savings. She said <br />no match is required. She said Council is also being asked to authorize signing of a <br />support letter for the grant. <br /> <br /> Responding to a question from Mr. Huja, Ms. Mueller said that the grant <br />th <br />submission deadline is May 15 and a decision will be made the middle of June. <br /> <br /> Mr. Huja said he supports the resolution and thinks we should pursue it. <br /> <br /> Dr. Brown thanked staff for working hard on this. He said this is a good <br />opportunity to collaborate with Albemarle County and U. Va. He said the grant will <br />jumpstart that effort. <br /> <br /> Mr. Taliaferro said he thinks this is an exciting project. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, Council approved the <br />Resolution Authorizing the Southeastern Efficiency Alliance grant by the following vote. <br />Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Taliaferro.
