3 <br /> <br />Revenues - $171,531.68 <br />Fund: 424 Project: SH-003 G/L Account: 432085 <br /> <br />Expenditures - $171,531.68 <br />Fund: 424 Project: SH-003 G/L Account: 599999 <br /> <br />APPROPRIATION <br />c. : $9,416 – Police Department Foundation Contribution <br /> (carried over) <br /> <br />APPROPRIATION <br />d. : $34,045 – Court Clerk Redaction Services Grant <br /> (carried over) <br /> <br />APPROPRIATION <br />e. : $8,000 – Contribution by ACAC for Drainage Work <br /> (carried over) <br /> <br />APPROPRIATION <br />f. : $13,520.14 – Pupil Transportation Revenue (carried over) <br /> <br />RESOLUTION <br />g. : Amending Land Sale Policy to Require Sign <br /> <br /> WHEREAS <br />, on January 3, 2005, City Council adopted a Policy for the Sale of <br />City-Owned Property (the “Policy”); and <br /> <br />WHEREAS <br /> , Council requested an amendment to the Policy to require the <br />posting of a sign on the property proposed for sale by the City, in addition to publication <br />of legal notice required by state law; now, therefore <br /> <br />BE IT RESOLVED <br /> by the Council for the City of Charlottesville that the current <br />Policy for the Sale of City-Owned Property is hereby amended to add the following line <br />to numbered Paragraph (5) of said Policy: <br /> <br />A sign advertising the proposed sale shall be posted <br />on the property by City staff at least two (2) weeks <br />in advance of the public hearing. <br /> <br />ORDINANCE <br />h. : “AN ORDINANCE AUTHORIZING THE <br /> CONVEYANCE OF CITY-OWNED PROPERTY (ASHBY PLACE AND NORTH <br /> AVENUE RIGHT OF WAY) TO JOSEPH B. MURRAY AND SARAH S. <br />nd <br /> McIVOR” (2 reading) <br /> <br />ORDINANCE <br />i. : “AN ORDINANCE AUTHORIZING ABANDONMENT <br /> OF A PERPETUAL EASEMENT FOR STREET AND/OR UTILITY PURPOSES <br /> ON PROPERTY OWNED BY WELLINGTON COURT, LLC ON JOHN STREET; <br /> AND ABANDONMENT OF DRAINAGE EASEMENTS ON PROPERTY OWNED <br /> BY WELLINGTON COURT, LLC ON JOHN STREET AND OWNED BY THE <br />nd <br /> FRED APARTMENTS, LLC ON WERTLAND AVENUE” (2reading) <br /> <br />PUBLIC HEARING/ORDINANCE <br />: PROPOSED FY 1010 UTILITY RATES <br /> <br /> Mr. Bernard Wray, Director of Finance, explained that money was carried over <br />from last year for rate stabilization. He said water rates will increase by 1.43% and sewer <br />rates will increase by 4.49%. <br /> <br /> Dr. Brown asked if rates will spike in the future if there are no funds to use to <br />stabilize them, and Mr. Wray said that is possible. <br /> <br /> Dr. Brown asked for more information on what the $230,000 for water <br />conservation is spent on. <br /> <br /> Ms. Lauren Hildebrand, Utilities Manager, said there is one staff position and <br />increases are anticipated in the toilet rebate program. <br /> <br /> <br />
