He said it appears they do not want to know what the study will show. He asked if <br />the City pays for the majority of the study, who has control. <br /> <br /> Mr. O’Connell said it makes sense for it to still be one study. <br /> <br /> Dr. Brown disagreed with Mr. Huja and Mr. Taliaferro. He said he is not <br />disappointed because he is not surprised. He said whether dredging should be considered <br />is controversial. He said a number of environmentalist support the current plan. He said <br />the majority on the Albemarle County Service Authority think dredging will not provide <br />enough water. He said they have offered to reimburse us if dredging is recommended by <br />the study. He said he thinks it is critically important to do the study through RWSA and <br />that all players be on the same page and it not be seen as being the City’s study. <br /> <br /> Ms. Edwards said there was concern if there were two RFPs the data might be <br />collected differently, etc. <br /> <br /> Mr. Norris said he is convinced that it makes sense to integrate the studies. He <br />said if the City is paying it should appoint half the selection committee. <br /> <br /> Mr. O’Connell said the Council can expand the selection committee if it wants. <br /> <br /> Dr. Brown said that the selection committee members need to be technical <br />experts. <br /> <br /> Mr. O’Connell said a proposal can be brought back to Council. <br /> <br /> Dr. Brown made a motion to support the action of the Rivanna Water and Sewer <br />Authority regarding the dredging study. <br /> <br /> Mr. Norris the Council should have a role in shaping the selection committee. <br /> <br /> Dr. Brown asked about the process for identifying potential members, and <br />whether they should be City staff. <br /> <br /> Mr. Norris said he thinks Council should approve the selection committee. <br /> <br /> Dr. Brown agreed to add that to his motion. <br /> <br /> Ms. Edwards seconded the motion, and the motion was approved by the following <br />vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris. Noes: Mr. Taliaferro. <br /> <br />PUBLIC <br /> <br /> <br />Ms. Dede Smith, 2652 Jefferson Park Circle, thanked Council for moving ahead <br />with the dredging study. She said we should look at the arrangement for paying for <br />expansion. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, said he is baffled that there is even a <br />question that the City should have more of a role in the selection committee. He said the <br />County wants to stop dredging. Mr. Lynch said that the specs in the material analysis in <br />the RFP where contractors grade the material should be called out. He said the P152 <br />analysis should be done to see if the fill is suitable for runway grade. He said the preface <br />of the RFP is leading and should be taken out. <br /> <br /> Ms. Betty Mooney, 201 Sunset Avenue, said City residents want to know the cost <br />of dredging. He said she is disappointed in the County. She said it is hard to trust what <br />RWSA will do with the RFP and she thinks they will try to sabotage it. <br /> <br /> <br />
