6
Mr. Norris said he thinks the County will support the study if it is a staff driven
study with no cost.

Mr. Taliaferro said he is okay with Mr. Norris’ proposal. He noted that the
lighting issue at Towe Park did not work out. He said he would hate to lose softball. He
said he thinks we need the County on board.

Dr. Brown asked about the timeline, and Mr. Norris said he thinks it could start
fairly soon.

Mr. O’Connell said staff will come back with a schedule.

Dr. Brown said if there is a need for more field space, he would hate to rule out
that softball could be available in the County.

Mr. Norris said he has no problem doing the text amendment and field study
concurrently.

Ms. Edward said that as we study fields, she would like to find out why City kids
are not participating more in softball.

Dr. Brown made a motion to direct staff to initiate a text amendment to the
McIntire Park master plan for the west side of the park with the purpose of preserving the
softball fields, contingent on a field use study and participation by Albemarle County.
The motion continued that the master plan would not be brought back to Council until
after it is approved by the Parks and Recreation Advisory Board and until the field study
is complete. Mr. Taliaferro seconded the motion and it was approved by the following
vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Norris, Mr. Taliaferro. Noes: None. Absent:
Mr. Huja.

Dr. Brown said he would like information about what the City is able to do
regarding mosquito control.

Mr. O’Connell said staff is working on a report with the Health Department and
th
will present the information to Council on June 15.

PUBLIC

Mr. Peter Kleeman, 407 Hedge Street, noted that repair work continues on the
fountains on the mall, and he encouraged Council not to lose sight of the fact that the
fountains are one of the main features of the mall.

Mr. O’Connell said that parts are on order to repair the fountains. He said it was
also discovered that the foundation of the central place fountain is made up of bricks
from the buildings that burned in a fire and are being removed carefully in order to
preserve them. He said there are still a lot of really small things that need to be done on
the mall as well as major work on side streets.

Mr. Chad Horkin of The Melting Pot, 501 E. Water Street, said signage for side
street businesses is important.

Mr. O’Connell said staff is discussing temporary and permanent signs for side
street merchants.

Dr. Brown said Mr. Horkin should meet with Mr. Tolbert, and noted that the signs
were taken down because they did not comply with ADA regulations.

Mr. Matt Martin, 405 Valley Road Extended, said there is standing water on the
railroad tracks under the JPA bridge that is attracting mosquitoes.

The meeting was adjourned.
