<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, June 8, 2009 AT 5:00 p.m. IN THE “City Space” in the <br />Charlottesville Community Design Center, 100 5th Street, S.E. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Work Session: Agency Budget Review Process <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />CITY SPACE – June 8, 2009 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> Ms. Gretchen Ellis, Executive Director of the Charlottesville-Albemarle <br />Commission on Children and Families, reviewed the Agency Budget Review Team <br />(ABRT) process. She said it is an outcome measurement based program, and technical <br />assistance is provided to agencies. She said it is recommended that multi-year funding be <br />done for all agencies reviewed, and said that is being done now for agencies rated <br />excellent. <br /> <br /> Mr. Huja said he thinks this system is much improved over what we used to have. <br /> <br /> Ms. Leslie Beauregard, Director, Budget and Performance Management, reviewed <br />the City/Albemarle County budget review process, which is used for all festivals, TJPDC, <br />Health department, JABA, JAUNT, Region Ten, etc. She said the group wants to make <br />the process more outcome based. <br /> <br /> Mr. Huja asked if there is a formula for funding for the Cooperative Extension <br />Service, and Ms. Beauregard said she will provide more information. <br /> <br /> Ms. Melissa Celii, Grants Coordinator, said that CDBG funds are heavily <br />regulated by HUD. She said the CDBG Task Force reviews programs to be funded with <br />CDBG funds, and makes recommendations to Council. She said the Housing Advisory <br />Committee reviews proposals for housing funds and makes recommendations to Council. <br /> <br /> Mr. Norris asked if it would be more efficient if the same body made the <br />decisions for both CDBG and housing funds. <br /> <br /> Ms. Kathy Train, Executive Director of the United Way, reviewed the process for <br />United Way funding which is done by a group of citizens/volunteers. <br /> <br /> Mr. Huja asked if United Way has considered joining the City/County process <br />since many agencies are the same, and Ms. Train said that could be considered. <br /> <br /> Mr. Norris said that our process seems largely based on the previous year’s <br />funding. <br /> <br /> Ms. Train said agencies are traditionally funded again if they met the conditions <br />of their contract with United Way. <br /> <br /> Mr. Norris asked if guidance or assistance is provided to non-profits. <br /> <br /> Ms. Beauregard referred to the agency funding matrix which shows the source of <br />funds for agencies. <br /> <br /> Ms. Christine Nardi, Executive Director of the Center for Nonprofit Excellence, <br />said their mission is to maximize non-profits’ potential for building healthy communities. <br />She said the Center offers training, tools and leverages resources for the non-profit <br /> <br />
