3 <br /> Ms. Jennifer Brown, Treasurer, said that her office interacts with the animal <br />control officer on a regular basis, and needs to continue. <br /> <br /> Dr. Brown asked if animal control was discussed by the Board of Supervisors, <br />and Mr. Brian Elliott, Assistant County Executive, said he does not know. <br /> <br /> Mr. Norris said putting animal control at the SPCA makes the process more <br />seamless. <br /> <br /> Mr. Huja suggested exploring the City and County joining with animal control. <br /> <br /> Dr. Brown said he is supportive of the approach the County has. He said if he did <br />not cost more we should explore moving animal control, but he said that does not sound <br />feasible. <br /> <br /> Mr. Norris said the amount requested by the SPCA is not based on what their <br />budgets costs are. <br /> <br /> Ms. Beauregard said she is getting more information from the SPCA about their <br />budget gap. She said she needs to ask more questions. <br /> <br /> Mr. Norris said it is hard to justify that level of increase when we are holding the <br />line for others. <br /> <br /> Mr. Huja said he would like to see if there is capacity at shelters in surrounding <br />counties. <br /> <br /> Ms. Edwards said she thinks moving the animal control officer makes sense. <br /> <br /> Ms. Beauregard said she will come back with more information. She said the <br />SPCA will not get the $40,000 budgeted until an agreement is reached. <br /> <br /> Ms. Beauregard said that $15,000 was set aside in the budget for QCC Farms <br />pending conditions being met. She said she is meeting with QCC’s Director this week <br />and will report back to Council. <br /> <br /> Dr. Brown said it will provide an opportunity to conveniently engage kids in <br />gardening if the location is close to target neighborhoods. <br /> <br /> Mr. Huja said the program was done with volunteers before, and now they want to <br />do it with paid staff, which he does not understand. <br /> <br /> Ms. Beauregard said she needs feedback from Council on the $11,000 set aside <br />for FOCUS/TeenSight and CHIP collaboration. <br /> <br /> Mr. Huja said if we do not have a proposal, we do not have to spend the money. <br /> <br /> Mr. Norris said there have been organizational changes and new staff at FOCUS. <br /> <br /> Dr. Brown said he thinks we have one of the better processes for review, and he <br />does not think the case has been made to fund them when they had such a poor <br />application. He said they can apply for funding next year. <br /> <br /> Mr. O’Connell suggested letting them put together a proposal. He said they need <br />to show they can do the work, and if not the money could be given to CHIP which is an <br />exemplary program. <br /> <br /> Ms. Edwards said the infant mortality rate is climbing. <br /> <br /> Mr. Huja said we need to have some basis for public funding. <br /> <br /> Ms. Ellis said that TeenSight had no outcome information. <br /> <br />
