<br />NOTICE OF SPECIAL MEETING

<br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE
<br />HELD ON Friday, June 12, 2009 AT 12:00 noon IN THE Basement Conference Room.
<br />
<br />THE PROPOSED AGENDA IS AS FOLLOWS:
<br />
<br /> Luncheon Meeting with School Board
<br /> Closed session as provided by Section 2.2-3712 of the Virginia Code
<br />

<br />BASEMENT CONFERENCE ROOM – June 12, 2009
<br />
<br /> Council met in special session on this date with the following members present:
<br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro.
<br />
<br /> Mr. Ed Gillaspie, Finance Director for Charlottesville Schools, reviewed the
<br />primary areas of focus for spending of federal stimulus funds: $517,000 for staffing;
<br />$910,800 for large capital projects (Voice Over Internet Protocol and Martin Luther
<br />King, Jr. Performing Arts Center); $262,500 for technology and equipment; $381,550 for
<br />instructional support; $62,650 for professional development; and $2,134,500 for IDEA,
<br />Title I, Part A, Title II, Part D, and State Fiscal Stabilization Fund.
<br />
<br /> Mr. Ned Michie, School Board Chair, said that the School Board has been
<br />debating using the funds for the Martin Luther King, Jr. Performing Arts Center, and
<br />would like to hear what Council thinks about it.
<br />
<br /> Mr. Norris said he would like to see the venue used more.
<br />
<br /> Mr. Huja said the sound and lighting need to be improved.
<br />
<br /> Dr. Brown noted that out of $500,000 for Title I, only 2 ½ people will be hired.
<br />He said the original mandate was to create jobs.
<br />
<br /> Dr. Rosa Atkins, Superintendent of Schools, said the funding will only be
<br />available for two years, and they were cautioned not to put the funds into positions that
<br />will be taken away in two years. She said it was put in places where it can be phased out
<br />if the funding cannot be sustained.
<br />
<br /> Dr. Brown said the question is whether to hire teachers who can help kids for two
<br />years versus infrastructure improvements.
<br />
<br /> Ms. Llezelle Dugger, School Board member, provided Council with a newsletter
<br />from the Spanish language program.
<br />
<br /> On motion by Mr. Norris, seconded by Dr. Brown, Council voted to meet in
<br />closed session (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro.
<br />Noes: None) for consultation with legal counsel regarding a specific legal matter related
<br />to the Meadow Creek Parkway requiring the provision of legal advise.
<br />

<br />On motion by Dr. Brown, seconded by Mr. Taliaferro, Council certified by the
<br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro.
<br />Noes: None) that to the best of each Council Member's knowledge, only public business
<br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom
<br />of Information Act and identified in the motion convening the closed session were heard,
<br />discussed or considered in the closed session.
