Mr. Brian Haluska, Planner in Neighborhood Development Services, said a new
proffer statement. He said the new proffer statement includes a $50,000 contribution to
the City’s housing fund, relocation assistance, and commitment of four rental units for
Section 8. He said staff recommends approval of the rezoning based on the new proffer
statement. He noted that the Planning Commission recommended denial of the rezoning
based on the previous proffer.

Mr. Richard Spurzem, applicant, said 25 units will be added. He said he has
already taken a number of steps to improve the neighborhood, and the PUD is the last
step in that process. He said the rezoning meets several of the City’s goals, and will
provide more diversity in housing and incomes.
