She said she is concerned <br />about the definition of affordable housing, and can people who currently rent become <br />home owners. She said she would like to see a contribution of $25,000 for affordable <br />housing over the next five years. <br /> <br /> Dr. Brown said he was favorably inclined when the matter came before the <br />Planning Commission because of the improvement to the neighborhood. He said he <br />thinks this sets the standard for future proffers and is a good package. <br /> <br /> Mr. Norris said he was not favorably inclined when it came before the Planning <br />Commission, but thinks this is a better project. He said he thinks there are legitimate <br />concerns about parking, and he encouraged the applicant to continue outreach to the <br />neighborhood. <br /> <br /> Mr. Huja asked if there is a place for small children in the site plan, and Mr. <br />Spurzem said there is a tot lot. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, the ordinance entitled “AN <br />ORDINANCE APPROVING A REQUEST TO REZONE PROPERTY LOCATED ON <br />LONGWOOD DRIVE FROM R-2 (RESIDENTIAL)TO PLANNED UNIT <br />DEVELOPMENT (PUD)” was offered and carried over to the next meeting for <br />consideration. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: CLOSING ALLEY IN 900 BLOCK OF <br />ELLIOTT AND ALTAVISTA AVENUE <br /> <br /> Mr. Craig Brown, City Attorney, said the alley in question is a paper alley, a <br />platted right-of-way never used for traffic. He said the City’s policy for closing streets <br />and alleys allows it to be done administratively if all adjacent property owners agree, but <br />two did not agree to this closing so it comes to Council. He said since the public hearing <br />was advertised, he has heard from the other two and they have expressed no opposition. <br />He suggested that Council go ahead with the public hearing. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> On motion by Mr. Huja, seconded by Mr. Taliaferro, the ordinance entitled “AN <br />ORDINANCE CLOSING, VACATING, AND DISCONTINUING THAT PORTION <br />OF AN UNACCEPTED RIGHT OF WAY LOCATED OFF MERIDIAN STREET ON <br />BLOCK 42 OF CITY REAL ESTATE TAX MAP 60, ADJACENT TO PARCELS 46 <br />THROUGH 65 ON CITY TAX MAP 60” was offered and carried over to the next <br />meeting for consideration. <br /> <br />ORDINANCE <br />: REZONING 814 HINTON AVENUE FROM R-1 TO <br />nd <br />NEIGHBORHOOD COMMERCIAL CORRIDOR (2 reading) <br /> <br /> Mr. Norris said he supports the rezoning contingent on the City engaging with the <br />neighborhood. <br /> <br /> Mr. Haluska said that he and Jim Tolbert met with the President of the Belmont <br />Neighborhood Association and have also talked with the Traffic Engineer and Police <br />Chief. He said the next step is a meeting with the neighborhood association and City <br />staff to look at short and long-term solutions. He said traffic counts are also being done. <br /> <br /> Mr. Norris noted that the Director of Public Works has also been addressing the <br />issue of trash collection in the neighborhood. He asked if the proffers stay with the <br />property if the ownership changes. <br /> <br /> Mr. Haluska said the property is bound by the rezoning and proffers, and the only <br />way to change that would be to go back through the rezoning process or return the <br />property to residential use. <br /> <br />
