15 <br /> Mr. Rooker said that Mayor Norris’ comments were addressing a different point <br />then what was stated in the resolution. He asked Mr. Frederick if RWSA intends to <br />request the expert panel to review the cost estimates for the various dam heights. <br /> <br /> Mr. Frederick said the expert panel would be requested to review all the <br />background material, and this item would be included in that review. He added that <br />RWSA would want the panel of dam experts to look beyond the configuration chosen by <br />Gannett Fleming for the dam, possibly moving closer to the existing dam or maybe using <br />the configuration at the existing dam, which he feels would address the questions raised <br />by Mayor Norris. <br /> <br /> Mr. Gaffney referred to Item 1 in City Council’s resolution that read “Appoint <br />Board of Consultants,” which the Boards agreed could be entirely deleted from that <br />document. <br /> <br /> Mr. Boyd asked if the last sentence in the resolution that refers to City Council’s <br />request that construction work on the dam not proceed until the other studies were <br />completed is necessary and if it needed to remain in the document <br /> <br /> Mr. Norris said construction on the dam will probably not occur until one-and-a- <br />half years from now, so there will be plenty of time to complete the studies. He said he <br />thinks it is important to leave that sentence in the resolution although it is probably a <br />moot point. <br /> <br /> Mr. Boyd said it depends on what he means by construction work and inquired if <br />it is intended strictly as construction work as opposed to engineering design work. <br /> <br /> Mr. Norris clarified that the term referred to construction and was deliberately <br />worded that way. <br /> <br /> Mr. Rooker said he does not have any problems with it., and that given the scope <br />of the studies we are now doing, it sounds like it is not going to hold anything up. <br /> <br /> Mr. Slutzky added that today’s discussion makes it clear that it was referring to <br />construction and not design. <br /> <br /> Responding to a question from Dr. Palmer, Mr. Gaffney said the term “other <br />studies” in the last sentence refers to the studies as defined at today’s meeting. <br /> <br /> Mr. Gaffney said RWSA will draft the MOU. <br /> <br /> Mr. Boyd suggested that the RWSA Board of Directors vote today to approve <br />moving forward with the expert panel. <br /> <br /> Ms. Judy Mueller, RWSA, made a motion to authorize the RWSA Executive <br />Director to move forward with the selection of an expert panel to review the Ragged <br />Mountain Dam Design work. <br /> <br /> Mr. Fern seconded the motion. <br /> <br /> Mr. Gaffney clarified that the scope of work for the expert panel was based on the <br />draft RFP prepared by RWSA in October. <br /> <br /> The motion was approved by the RWSA by a 5 – 0 vote. <br /> <br /> The meeting was adjourned. <br /> <br />______________________________ ____________________________ <br />President Clerk <br /> <br /> <br /> <br /> <br />
