2

Ms. Cynthia Nelf, 3767 Pritchett Lane, said she is a long-time advocate for gays
and lesbians and supports the nondiscrimination resolution.

Mr. John Bowman, 1027 Carlton Avenue said he has spent many days at McIntire
Park and thinks it would be useful to have creative planning regarding the YMCA and
Meadowcreek Parkway.

COUNCIL RESPONSES TO MATTERS BY THE PUBLIC

Dr. Brown said he appreciates the support for the nondiscrimination resolution.
He noted that Governor Kaine tried to introduce this by executive order but the Attorney
General said he could not do that. He said Delegate Toscano introduced such a bill and it
was killed in committee. He said he is glad it is on the agenda as it is important.

Mr. Huja asked staff to follow-up on Ms. Seaman’s requests.

Mr. Taliaferro said it appears that in spirit someone should meet with Mr.
Moore’s group. He said he hopes the City can take a look at why we are still in the solid
waste business.

Ms. Edwards echoed Mr. Taliaferro’s comments about Mr. Moore’s comments.
She asked about the date for the next master plan process. She thanked Mr. Long for
reminding us what is important. She said the resolution presented by Ms. Seaman is well
thought out. She encouraged residents to participate in upcoming public housing
meetings.

Mr. Norris said he thinks the two projects in the Greenbrier neighborhood should
be coordinated as much as possible. He echoed Ms. Edwards about Mr. Long’s
comments, but noted that it is a challenge as the City has no authority to do what Mr.
Long suggested. He said the City can provide stronger incentives to developers.
Regarding comments made by Mr. Moore’s he said that as he understands it, the initial
request to the Parks and Recreation Committee was for a broad ranging discussion about
planning, and if the pitch had just been about golf he may have been allowed to meet with
the Committee. He said he is willing to personally meet with the golf group and Brian
Daly.

CONSENT AGENDA

Mr. Huja asked that the nondiscrimination resolution be considered separately
from the consent agenda.

On motion by Dr. Brown, seconded by Mr. Taliaferro, the following consent
agenda items were approved by the following vote.
