2 <br /> Dr. Brown said that only a handful of schools in Virginia closed, but <br />Charlottesville was one of them. He said he likes that the resolution honors the students <br />and their families. <br /> <br /> Ms. Edwards echoed comments by other Councilors and agreed that the apology <br />is long overdue. She said everyone suffered during that time period. She said she does <br />not underestimate the value that what the students and their families did allows her to do <br />what she does now. She said we have to begin to let go and take meaningful action. <br /> <br /> On motion by Mr. Huja, seconded by Mr. Taliaferro, the Resolution Apologizing <br />for Massive Resistance was approved by the following vote. Ayes: Dr. Brown, Ms. <br />Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br /> Mr. Don Martin, one of the twelve students to integrate the schools, said that 50 <br />years after massive resistance, he greatly appreciates the City recognizing the need for <br />and importance of such a resolution. <br /> <br />PUBLIC <br /> <br /> Ms. Ann Carter, 715 Orangedale Avenue, thanked Council and the City for <br />recognizing the 50 anniversary of massive resistance and the end of segregation of the <br />schools. <br /> <br /> Mr. Bob Fenwick, 901 E. Jefferson Street, a member of Citizens for a Sustainable <br />Water Plan, brought a sample of dirt he had dredged from the reservoir and said that the <br />material is valuable once it is dewatered, and there are jobs waiting to be created at the <br />reservoir. <br /> <br /> Ms. Betty Mooney, 201 Sunset Avenue, presented a handout on making decisions <br />about the dam. She noted that no money has been allocated for many things associated <br />with the dam. She asked how much the City should be required to pay if it is not <br />increasing its population. <br /> <br /> Ms. Dede Smith, 2652 Jefferson Park Circle, said that water usage is down 25% <br />and will continue to decrease. She said the City should require that a new demand <br />analysis be done. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, said that FHWA was reluctant to hold any <br />more Section 106NHPA meetings regarding the interchange project. She urged Council <br />th <br />to attend the Advisory Council on Historic Preservation meeting on October 9. She said <br />Rivanna Solid Waste Authority needs to leave solid waste to private enterprise. <br /> <br /> Mr. Paul Long, 1410 Grady Avenue, said we are fortunate to have the University <br />of Virginia here for economic development reasons. He said the City should promote <br />itself as a prime location for business, especially on the Martha Jefferson Hospital <br />property and Water Street lots. <br /> <br /> Mr. Jay Ferguson, 721 Cargill Lane, Chairman of the Paramount Theater Board, <br />read the following statement on behalf of the Paramount Theater: (insert statement) <br /> <br /> Mr. Paul Risberg, 1159 Kensington Avenue, representing Alt Energy on Market <br />Street, encourage Council to request state funding to build renewable energy sources in <br />municipal buildings. <br /> <br /> Mr. Stratton Salidas, 704 Graves Street, thanked Council for approving the <br />massive resistance resolution. He said the Meadowcreek Parkway is a 50 year old plan <br />that caused the destruction of Vinegar Hill. He said the interchange is the final piece of <br />the plan. He said this project is not being done in an honest fashion by VDOT. He asked <br />Council to direct staff to clear up the matter. <br /> <br />th <br /> Mr. Mark Briggs, 2006 Stadium Road, said that on September 25 he was <br />accused of stealing $7 from a store on the mall, and the store owner had a trespass <br /> <br />
