8 <br /> Mr. Norris said it is hard to move forward with questions outstanding. He asked <br />where we are in terms of the cost allocation piece. <br /> <br /> Mr. O’Connell said City and County staff are having that discussion, but we will <br />not know the allocation until we know the cost of maintenance and new supply. <br /> <br /> Ms. Judy Mueller, Director of Public Works, said maintenance costs will be split <br />based on the current consumption of water. Regarding new supply, the City will need to <br />decide how much new water we want to buy. <br /> <br />REPORT <br />: DREDGING STUDY ALTERNATIVES <br /> <br /> Ms. Mueller said RWSA was directed to do a dredging study, and a firm has been <br />selected. She said the consultants have said that a four bay analysis is not necessary. She <br />said the following options are available regarding the study: do all services requested; do <br />only those services typical of most studies; and provide a level of detail between the first <br />two options, reducing the level of analysis and detail. She asked for Council’s comfort <br />level on the study. <br /> <br /> Mr. Huja said he thinks the standard feasibility study is sufficient. <br /> <br /> Mr. Norris said he tends to agree. He said he is not sure we need to pay $25,000 <br />to determine the local market for the dredged material, and suggested that be eliminated. <br />He said he also did not envision a lot of public meetings since Council will have its own. <br /> <br /> Mr. Frederick expressed concern about eliminating the public comment with the <br />consultants. <br /> <br /> Dr. Brown said that if dredging does not give you enough water, it does not <br />matter what it costs. He said the question is what volume of water can we get by <br />dredging. He asked if we cannot just answer that question first. <br /> <br /> Mr. Norris said Council has asked that the citizen members of the selection <br />committee be involved along the way. He said he thinks they can ask questions of the <br />consultant along the way instead of having expensive public meetings. <br /> <br /> Mr. Huja said he agrees that we need to provide an opportunity for the public to <br />ask questions of the consultant, even though he would like to save money. <br /> <br /> Dr. Brown said he is okay with having the standard feasibility study done, but <br />would like to keep the public meeting, and Ms. Edwards and Mr. Huja agreed. <br /> <br /> Mr. Taliaferro said he is not in favor of keeping the public meeting. He said he <br />wants to know how much water we can get and what the ongoing maintenance costs will <br />be. <br /> <br /> The majority of Council agreed to the standard feasibility study, keeping the <br />public meeting, but leaving out the marketing study for the dredged materials. <br /> <br />REPORT <br />: THOMAS JEFFERSON PLANNING DISTRICT COMMISSION 2010 <br />LEGISLATIVE PROGRAM <br /> <br /> Mr. Dave Blount, Legislative Liaison for Thomas Jefferson Planning District <br />Commission, presented the Commission’s draft legislative program for 2010. He <br />reviewed the priorities and action items, and said that this will largely be a defensive <br />session for localities. <br /> <br /> On motion by Mr. Taliaferro, seconded by Dr. Brown, the Thomas Jefferson <br />Planning District Commission’s 2010 Legislative Program was approved by the <br />following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None. <br /> <br /> <br />
