<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Monday, November 2, 2009 AT 6:15 p.m. IN THE Second Floor Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Closed session as provided by Section 2.2-3712 of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />SECOND FLOOR CONFERENCE ROOM – November 2, 2009 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Taliaferro, Council voted to meet in <br />closed session (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None) for discussion and consideration of prospective candidates for appointment <br />to City boards and commissions, and the evaluation of the Clerk of City Council as <br />authorized by Section 2.2-3711(A)(1) of the Virginia Code. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Taliaferro, Council certified by the <br />following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None) that to the best of each Council Member's knowledge, only public business <br />matters lawfully exempted from the open meeting requirements of the Virginia Freedom <br />of Information Act and identified in the motion convening the closed session were heard, <br />discussed or considered in the closed session. <br /> <br />COUNCIL CHAMBER – November 2, 2009 <br /> <br /> Council met in regular session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br /> <br />ANNOUNCEMENTS <br /> <br /> Ms. Edwards said she would like to discuss adding a youth representative on the <br />Dialogue on Race Steering Committee during other business. She acknowledged the <br />Charlottesville High School Black Knights for a great football season. <br /> <br /> Dr. Brown encouraged citizens to vote on Tuesday. He noted that the Film <br />Festival will be held next weekend. <br /> <br />AWARDS/RECOGNITIONS <br />: SAVVY AWARDS; GAS SAFETY AWARD <br /> <br /> Mr. Norris announced two 3CMA awards: the SAVVY award and Silver Circle <br />award. He also announced the State Corporation Commission Safety award. <br /> <br />PUBLIC <br /> <br /> Mr. Jeff Greer, 2708 Jefferson Park Avenue, Chair of the Solid Waste Advisory <br />Committee, asked how the Committee can help focus RSWA’s strategic plan and what <br />Council’s expectations are of the Committee. He asked how continued legal action <br />against Mr. van der Linde makes sense. He expressed concern about failure in <br />City/County cooperation. <br /> <br /> Mr. Peter Castiglione, owner of Maya Restaurant on West Main Street, <br />representing the Midtown Association, presented a list of needs and concerns, including <br />branding, street maintenance, signage, sidewalks, street cleaning, street lighting, <br />landscaping and crime. He said there is also concern about the gravel parking lot <br />adjacent to the Amtrak Station. He said the Association would like to hold a charrette. <br /> <br />
