NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE HELD ON Monday, November 2, 2009 AT 6:15 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Closed session as provided by Section 2.2-3712 of the Virginia Code BY ORDER OF THE MAYOR BY Jeanne Cox SECOND FLOOR CONFERENCE ROOM – November 2, 2009 Council met in special session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. On motion by Dr. Brown, seconded by Mr. Taliaferro, Council voted to meet in closed session (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) for discussion and consideration of prospective candidates for appointment to City boards and commissions, and the evaluation of the Clerk of City Council as authorized by Section 2.2-3711(A)(1) of the Virginia Code. On motion by Dr. Brown, seconded by Mr. Taliaferro, Council certified by the following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None) that to the best of each Council Member's knowledge, only public business matters lawfully exempted from the open meeting requirements of the Virginia Freedom of Information Act and identified in the motion convening the closed session were heard, discussed or considered in the closed session. COUNCIL CHAMBER – November 2, 2009 Council met in regular session on this date with the following members present: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. ANNOUNCEMENTS Ms. Edwards said she would like to discuss adding a youth representative on the Dialogue on Race Steering Committee during other business. She acknowledged the Charlottesville High School Black Knights for a great football season. Dr. Brown encouraged citizens to vote on Tuesday. He noted that the Film Festival will be held next weekend. AWARDS/RECOGNITIONS : SAVVY AWARDS; GAS SAFETY AWARD Mr. Norris announced two 3CMA awards: the SAVVY award and Silver Circle award. He also announced the State Corporation Commission Safety award. PUBLIC Mr. Jeff Greer, 2708 Jefferson Park Avenue, Chair of the Solid Waste Advisory Committee, asked how the Committee can help focus RSWA’s strategic plan and what Council’s expectations are of the Committee. He asked how continued legal action against Mr. van der Linde makes sense. He expressed concern about failure in City/County cooperation. Mr. Peter Castiglione, owner of Maya Restaurant on West Main Street, representing the Midtown Association, presented a list of needs and concerns, including branding, street maintenance, signage, sidewalks, street cleaning, street lighting, landscaping and crime. He said there is also concern about the gravel parking lot adjacent to the Amtrak Station. He said the Association would like to hold a charrette.
