8 <br /> <br /> On motion by Mr. Taliaferro, seconded by Ms. Edward, the letter was approved, <br />with the last sentence remaining and the sentence suggested by Dr. Brown added, by the <br />following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None. <br /> <br />RESOLUTION <br />: APPROVING MEMORDANUM OF UNDERSTANDING FOR <br />SEEA GRANT <br /> <br /> Ms. Judith Mueller, Director of Public Works, said City and County <br />representative met in January of 2009 to discuss a $500,000 competitive energy <br />efficiency grant through the Southeast Energy Efficiency Alliance. She said a new non- <br />profit company will operate the program. <br /> <br /> Ms. Cynthia Adams, Climate Protection Program Coordinator, reviewed the <br />LEAP Program. She said that a governance board will be formed. <br /> <br /> Mr. Norris said that the Mayor or his or her designee has been invited to join the <br />board as an ex-officio member. <br /> <br /> Dr. Brown moved the resolution, accepting the invitation to add the Mayor or <br />designee as an ex-officio member, Mr. Huja seconded the motion, and it was approved by <br />the following vote. Aye: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None. <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia that <br />this Council hereby authorizes the Mayor to sign the following document, in form <br />approved by the City Attorney: <br /> <br />Memorandum of Understanding, dated October 12, 2009 among <br />the City of Charlottesville, the County of Albemarle, and the <br />Southeast Energy Efficiency Alliance. <br /> <br /> Mr. Brown clarified that the Mayor or designee has been invited to join, but is not <br />appointed by Council. <br /> <br />RESOLUTION <br />: APPROVING SPCA AGREEMENT WITH CITY AND <br />ALBEMARLE COUNTY <br /> <br /> Ms. Leslie Beauregard, Director of Budget and Performance Management, gave <br />an overview of the proposed agreement with the SPCA which is a revised contract for <br />pound services developed in partnership with Albemarle County based on population. <br />She said the County will consider the agreement on Wednesday. She said the spay and <br />neuter program is not included in the agreement and will be pursued later. <br /> <br /> Mr. Norris said that the SPCA has committed to working on an auxiliary <br />agreement regarding the spay and neuter program to reduce the feral cat population. Mr. <br />Norris asked where the $4/$5 per capita figure came from and is there a sense of how this <br />compares with the actual cost of services. <br /> <br /> Ms. Beauregard said the figure originally came from an ICMA study of national <br />standards. She said we are getting closer to the actual cost if the City operated a pound. <br /> <br /> Dr. Brown noted that the ICMA study did not include the animal control portion <br />which the City provides. <br /> <br /> A representative of the SPCA said $4 to $8 per capita is the industry standard, <br />with the higher cost including animal control. <br /> <br /> Mr. Norris said he supports the agreement because we have been under funding <br />the SPCA for many years. He said he knows we would pay more if we did it on our own. <br />He said he does not agree with using arbitrary national standard figures. <br /> <br />
