He expressed concern about <br />traffic on Park Street and said an alternate route is needed. <br /> <br /> Ms. Patricia Napoleon, 700 Lyons Avenue, expressed concern that the <br />interchange plan is flawed and will accommodate County sprawl. She said mitigation has <br />not been accomplished. <br /> <br /> Mr. David Steinberg, 2055 Polo Grounds Road, advocated for a civic discussion <br />on McIntire Road Extended and the interchange. He supported a pedestrian crossing <br />across Rt. 250 to McIntire Park. <br /> <br />th <br /> Mr. Randy Salzman, 320 11 Street, N.W., said interchange data shows people <br />use cars out of habit. He supported a grade separated access for pedestrians and bikers. <br /> <br /> Mr. Peter van der Linda, 2820 Hydraulic Road, said he previously presented a <br />memo to Council regarding the RSWA lawsuit. He said he is available to answer <br />questions. He said a proposal was submitted to Public Works to redirect garbage to van <br />der Linde recycle for the same charge. He said RSWA would continue to receive the <br />service fee. He said the only loser is the landfill. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, said Tom Frederick’s comments about the <br />dam are wrong. He said the Daily Progress article about the permit and condition of the <br />dam was false. He said Council and the public continue to be misled. <br /> <br /> Mr. Downing Smith, 810 Locust Avenue, said he supports public transit and <br />while the transit authority is good in theory, it is not in practice. Referring to an article in <br />The Hook, he said he does not understand how the five year garbage collection contract <br />can be justified when there is a better system available. He said there should have been a <br />public hearing on the contract. He requested that Council ask the City Attorney if the <br />contract can be overturned. He expressed appreciation to Mr. Taliaferro for his service to <br />the City. <br /> <br /> Ms. Dede Smith, 2652 Jefferson Park Circle, presented information obtained from <br />a FOIA request. She said the County did not pursue an RFP for the dam, and an e-mail <br />showed that the consultant said RWSA should rethink the water need and dam <br />configuration. She said consideration should be given to building a dam that can be <br />expanded in the future. <br /> <br /> Mr. Bob Anthony, 107 Providence Road, representing Pride of Virginia Lodge, <br />said the Lodge has been told for years that it must pay real estate taxes. He said the City <br />has now found that it was wrong and he requested that all the money paid in taxes be <br />returned. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, asked that the resolution funding the SRO <br />be deferred as the public did not have an opportunity to read and comment on the <br />information. She noted that at the interchange design public hearing the issue of <br />decreasing turn lanes was brought up. She said landscaping for the road is being short <br />changed. <br /> <br /> Mr. Daniel Bluestone, 501 Park Hill, said Council should have a clear <br />understanding of the cost of the interchange as they have escalated when we are heading <br />for tough budget times. He said it should be designed to fit the budget. He said a MOA <br />regarding mitigation is needed.
