8 <br />for open space or parkland, and the City Attorney is hereby directed to take whatever <br />steps are necessary to effect the closing of the transfer of the subject property to the City. <br /> <br />RESOLUTION <br />k. : Certification of Comprehensive Plan Compliance for UDA <br /> Grant <br /> <br />WHEREAS <br />, Virginia Code Section 15.2-2223.1 requires Virginia localities that <br />have adopted zoning and that have a population growth of at least 5% from the next to <br />the latest decennial census, shall amend their Comprehensive Plan to include Urban <br />Development Areas (UDA); <br /> <br />WHEREAS <br />, according to the 2000 Census, the City of Charlottesville <br />experienced a growth of over 10%; and <br /> <br />WHEREAS <br />, even though the census bureau shows this increase of over 10%, <br />there was little to no growth in the City population, and it has in fact been corrected in <br />the actual 2000 census; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> that even though the population of <br />the City of Charlottesville has not actually grown by the requisite 5% or more, and the <br />City therefore is not required to amend the plan to include an urban development area, the <br />City by this resolution does certify that its Comprehensive Plan accommodates growth in <br />a manner consistent with this code section in the following ways: <br /> <br />1. The Plan and Zoning Ordinance require pedestrian friendly road design. <br />2. The Plan requires connectivity of road and pedestrian networks. <br />3. The Plan and the Code require and encourage the preservation of natural <br />areas and the satisfaction of best management practices for storm water <br />management. <br />4. The Plan anticipates and the zoning code requires in core development <br />areas, mixed use neighborhoods including mix of housing type and a <br />mixture of businesses and houses, and provides for a reduction of front <br />and side yard building setbacks. <br /> <br />RESOLUTION <br />l. : Allocating Charlottesville Housing Funds ($26,000 for <br /> Elliott Avenue Water Line <br /> <br /> WHEREAS <br />, Council has previously approved the appropriation of certain sums <br />of general fund dollars to the Charlottesville Housing Fund account (P-00439) within the <br />FY 2010 capital projects fund; and <br /> <br />NOW, THEREFOREBE IT RESOLVED <br /> by the Council of the City of <br /> <br />Charlottesville, Virginia that the sum of $26,000 is hereby authorized to be paid to the <br />following organization from currently appropriated funds in the Charlottesville Housing <br />Fund account (P-00439) in the capital projects fund: <br /> <br /> <br />?Habitat for Humanity $ 26,000 <br /> <br />RESOLUTION <br />m. : Support for Legislation to Promote Pedestrian Safety <br /> <br /> BE IT RESOLVED <br /> by the City Council of the City of Charlottesville as follows: <br /> <br /> <br />1.That the City supports the City of Alexandria’s efforts seeking legislation <br />that will require all drivers statewide to stop, not yield, at cross walks on <br />roadways where the speed limit does not exceed 35 mph. The legislation <br />should call on pedestrians to cross streets responsibly, by using cross <br />walks, and by making sure that drivers have time to safely stop before the <br />pedestrian begins to cross a street. <br /> <br /> <br />2.The Clerk of Council is directed to forward a copy of this Resolution, <br />along with a copy of the corresponding legislative proposal from the City <br /> <br />
