<br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE CHARLOTTESVILLE CITY COUNCIL WILL BE <br />HELD ON Friday, December 18, 2009 IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox <br /> <br />BASEMENT CONFERENCE ROOM – December 18, 2009 <br /> <br /> Council met in special session on this date with the following members present: <br />Dr. Brown, Ms. Edwards, Mr. Norris. Absent: Mr. Huja and Mr. Taliaferro. <br /> <br /> Mr. Ed Gillaspie, Finance Director of Charlottesville Public Schools, discussed <br />the local composite index (LCI) which he said is used by the State as a relative wealth <br />indicator and to determine the funding formula for localities. He said the LCI is <br />determined by dividing the wealth factors (real estate, adjusted gross income and taxable <br />sales) by the average daily membership and population. He said the proposal by the <br />Albemarle County School Board to have the General Assembly change the LCI would <br />reduce State funding to the City Schools by $3,308,169. <br /> <br /> Responding to a question from Mr. Norris, Mr. Gillaspie said that the percentage <br />of students who receive free/reduced lunch is 54.2% in the City and 22.1% in the County. <br /> <br /> Mr. Ned Michie, Chairman of the School Board, said the Commission on Local <br />Government has a financial stress index which looks at the wealth of Albemarle County <br />versus other localities and the rate it is taxing and they determined that Albemarle is low <br />rd <br />on the list of taxes and ranks 123 in the State in terms of stress, where the City ranked <br />th <br />40 in the State in terms of stress. <br /> <br /> Dr. Brown said that the Board of Supervisors has not endorsed this proposal, and <br />he feels that doing so would be devastating to relations between the City and Albemarle <br />County. He said he thinks the opportunity for working together with the County is great <br />due to the economic climate. <br /> <br /> It was noted that the tax rate in the City would have to increase by four or five <br />cents in order to make up this amount of loss. <br /> <br /> Mr. Norris said we need a strategy on how to respond to the General Assembly <br />and a strategy for collaboration with Albemarle County. <br /> <br /> Mr. Kathy Galvin, School Board member, suggested that the Superintendents of <br />City and County schools be asked to discuss opportunities for collaboration/ <br />consolidation. <br /> <br /> The meeting was adjourned. <br /> <br />_____________________________ _________________________ <br />President Clerk <br /> <br />
