2 <br />th <br /> Mr. Dick Howard, 627 Park Street, said that 2010 is the 150 anniversary of the <br />th <br />birth of Paul McIntire and the 40 anniversary of the Virginia Constitution. He said <br />Article 11 of the Constitution protects natural lands, but the Meadow Creek Parkway will <br />destroy parkland. He said there is a duty imposed on Council to protect the park. <br /> <br /> Ms. Colette Hall, 101 Robertson Lane, President of the North Downtown <br />Residents Association Board, said that in the report regarding funding for the SRO land, <br />Council was told there were no more projects for neighborhoods in the CIP, but she said <br />there are always more projects. <br /> <br /> Mr. Joshua Bare, Executive Director of the Hope Community Center, asked <br />Council to put the SRO on hold until a plan is developed for an emergency shelter. He <br />said the SRO will only help 40 people and a total package is needed for the community. <br /> <br /> Mr. Richard Collins asked Council not to build the Meadow Creek Parkway with <br />an at-grade interchange. <br /> <br /> Mr. Bob Fenwick, 901 E. Jefferson Street, said that the Meadow Creek Parkway <br />has always been one road even though we now hear that it is three projects. He said we <br />do not need the road for the downtown mall. He said it will add to traffic congestion and <br />we will lose our central park. <br /> <br /> Ms. Pat Napoleon, 700 Lyons Avenue, said she is strongly opposed to the <br />Meadow Creek Parkway. She said as a teacher she is concerned about the YMCA site <br />plan and the safety in getting to it. She said it will under serve low income <br />neighborhoods and will rob future generations of green space. <br /> <br /> Mr. Stratton Salidas, 704 Graves Street, said it is a false premise that the <br />interchange is a separate project from the Meadow Creek Parkway, and it is a <br />contradiction to say we will build an at-grade intersection. <br /> <br /> Mr. Norris said people who would like to speak about the proposed noise <br />ordinance will be allowed to speak following the consent agenda. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Dr. Brown thanked Mr. Bare for all the good work he is doing. <br /> <br /> Ms. Edwards agreed and said homeless concerns are regional and we need a <br />variety of solutions. She said the decision about the location of the YMCA was made <br />before she was on Council and she has similar concerns about low income children and <br />their ability to pay membership fees. She said she does not want to lose our <br />neighborhood programs. <br /> <br /> Mr. Huja said he would like to pursue improving out bike and transit systems. <br /> <br /> Ms. Szakos thanked Mr. Cruickshank for his support of the bike and pedestrian <br />plan she has supported. She noted that there is an agreement with the YMCA for reduced <br />membership fees. She supported having the City help make it accessible and safe to walk <br />to the YMCA. <br /> <br /> Mr. Norris, referring to comments made by Mr. Salzman, said he hopes to have a <br />chance to hear about other areas. He said Council never expressed support for an at- <br />grade intersection even though a staff member sent a letter to that effect. He said he <br />asked staff to draft a letter reaffirming Council’s long standing position that support for <br />the Parkway is contingent on a grade separated interchange.
