2 <br /> Ms. Liz Palmer, a resident of Albemarle County, said incorrect information has <br />been stated about the safety of the dam. She said it would be imprudent to spend money <br />on a study of building on top of the existing dam given what we know about its condition. <br /> <br /> Mr. Chris Winter, Stony Point Road, said he is a musician and opposes the noise <br />ordinance. He said the ordinance on the books is not helpful either and it should be <br />abolished as well. <br /> <br /> Mr. Gary Kinero, a U. Va. student and musician, said the music scene in <br />Charlottesville is extremely rich and the noise ordinance could destroy that. <br /> <br />th <br /> Mr. Francis Fife, 501 9 Street, S.W., thanked Council for demanding the <br />dredging study before the dam study. He said he is convinced that dredging is the better <br />alternative. He gave tribute to Citizens for a Sustainable Water Plan for their work. <br /> <br /> Ms. Dede Smith, 2652 Jefferson Park Circle, said she has just seen the <br />preliminary dredging report and it is very favorable and shows that dredging is most <br />likely feasible. She said there will be a public meeting with the consultant on March 9 <br />and Citizens for a Sustainable Water Plan will hold a forum on Sunday. She presented <br />charts showing projected and actual water demand. <br /> <br /> Mr. Keith Rosenfeld, Broad Ax Road, said he is seeing the first glimmer of hard <br />facts with the dredging study. He thanked Council for doing the study and asked them to <br />read the report carefully. <br /> <br /> Mr. Lou Hart, 477 Fontana Drive, said that immigration reform is needed in the <br />country. He said immigrants are making important contributions to our community, and <br />asked Council to support the resolution. <br /> Mr. Jim Baldi, owner of Bel Rio, presented a couple hundred additional <br />signatures on a petition opposing the noise ordinance. He asked Council to make a <br />decision. He said restricting noise to 60 decibels seems arbitrary. He said it is <br />unreasonable to only apply it to amplified noise. <br /> <br /> Mr. David Bresanski, 808 Rockland Avenue, said he is a musician and the debate <br />is becoming increasingly uncivil. He said what Council is proposing seems <br />unenforceable, will be arbitrary, and will dampen the spirit of the arts. <br /> <br /> Ms. Shirley Shotwell, Douglas Avenue, said she lives beside Bel Rio and lays <br />awake three or four nights a week because of the sound level. <br /> <br /> Ms. Jennifer Braverman, 226 Douglas Avenue, said she and her family worked <br />hard on renovating her house, and they cannot sleep due to the base sounds coming from <br />Bel Rio. <br /> <br /> Ms. Gloria Rockhold, 1417 Lester Drive, supported the immigration resolution. <br />She said immigrants are a vital part of our local economy. <br /> <br /> Ms. Allison Ruffner, 735 Graves Street, said she does not think the noise <br />ordinance proposed for Belmont is appropriate city wide. She said there is a problem <br />when residential zones are affected by noise. She said she supports a level of 55 decibels <br />because Belmont is a mixed use neighborhood. <br /> <br />COUNCIL RESPONSES TO MATTERS BY THE PUBLIC <br /> <br /> Ms. Szakos said she plans to bring up the immigration resolution during other <br />business. She asked that those in the audience who support the immigration resolution <br />stand, and several people stood. She said she appreciates people speaking out. <br /> <br /> Ms. Edwards said she thinks the investment in the dam study is worthwhile. She <br />said everybody is not going to be happy with the noise ordinance decision. She said it is <br />never too late to develop relationships. <br /> <br /> Mr. Norris echoed comments made. <br /> <br />
