3
Ms. Szakos said she wants to pay really close attention to the recommended
changes to the Commission on Children and Families.

Public Comment

Ms. Colette Hall, 101 Robertson Lane, expressed concern about funding for
JABA’s Mountainside and failure of JABA to provide reports to the City. She said there
is no such thing as one-time funding.

Dr. Brown noted that funding for Mountainside was never intended to be ongoing.
Regarding the agency review process, Dr. Brown said he thinks a third party review is
valuable and is a very good process.

On motion by Ms. Szakos, seconded by Mr. Huja, Council voted to meet in
closed session (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Ms. Szakos.
Noes: None) for consideration of prospective candidates for appointment to the position
of Clerk of City council, as authorized by Section 2.2-3711(A)(1) of the Virginia Code;
and for discussion of the acquisition of real property located near Davis Avenue for a
public purpose, where discussion in an open meeting would adversely affect the City’s
bargaining position, as authorized by Section 2.2-3711(A)(3) of the Virginia Code.

On motion by Mr. Norris, seconded by Dr. Brown, Council certified by the
following vote (Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Ms. Szakos.
Noes: None) that to the best of each Council Member's knowledge, only public business
matters lawfully exempted from the open meeting requirements of the Virginia Freedom
of Information Act and identified in the motion convening the closed session were heard,
discussed or considered in the closed session.

The meeting was adjourned.

______________________________ _____________________________
President Clerk
