13 NOTICE OF SPECL~L MEETING A SPECIAL MEETiNG OF THE COUNCIL WILL BE HELD ON Monday, January 29, 1996 AT 4:30 p.m. iN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Executive session as provided by Section 2.1-344(A) of the Virginia Code. BY ORDER OF THE MAYOR BY Jeanne Cox (signed) SECOND FLOOR CONFERENCE ROOM - January 29, 1996 Council met in special session on this date with the following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano. Absent: Mr. Vandever. On motion by Rev. Edwards, seconded by Ms. Slaughter, Council voted, with Mr. Vandever absent, to meet in executive session for the purpose of consultation with legal counsel and briefings by staff members, consultants or attorneys, pertaining to probable litigation, or other specific legal matters requiting the provision of legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code. The substance of the matters to be discussed can reasonably be identified as follows: changes in the form of local government structure, and related alternatives. An executive session on this subject is also authorized by Section 15.1-945.7(1)) of the Virginia Code. Council reconvened in open session and, on motion by Rev. Edwards, seconded by Ms. Slaughter, certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council, with Mr. Vandever and Ms. Daugherty absent for the vote. The meeting/w/as~ourned. President February 5, 1996 - Council Chamber Council met in regular session on this date with the following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. PUBLIC Mr. Michael Webb, 1852 Westview Road, said that a recent newspaper article about the number of police calls did not include the significant number of administrative calls to which officers must respond. CONSENT AGENDA On motion by Ms. Slaughter, seconded by Ms. Daugherty, the following consent agenda items were unanimously approved, with Rev.
