32 <br /> <br /> Responding to a question from Ms. Slaughter, Dr. Shannon said that the standards of <br />learning need to be changed to conform to state standards. Ms. Dimberg added that the <br />standards of learning are the facts and knowledge students are expected to know by certain <br />grade levels. <br /> <br /> Mr. Vandever expressed concern that funding for certain supplemental programs such <br />as book buddies is not easily identified in the budget document. <br /> <br /> Ms. Daugherty asked that the schools describe efforts being made to conserve energy <br />and recycle <br /> <br /> Dr. Shannon replied that Rivanna Solid Waste Authority conducted an audit of the <br />schools and have made a proposal to increase school recycling. Dr. Shannon said that the <br />schools have an energy management system to conserve energy, and there has been some <br />discussion about adding an employee incentive program. <br /> <br /> Ms. Slaughter asked about any efforts being made by staffto combine certain City and <br />School functions, particularly technology and computer systems, <br /> <br /> Dr. Shannon replied that Mr. Harley Miles has been working with the City on <br />technology issues, but nothing has been combined. <br /> <br /> Mr. O'Connell said that the City and Schools have had discussions regarding fleet and <br />fleet maintenance, joint purchasing, and insurance programs. <br /> <br /> Rev. Edwards said he would like to see a time-line for sharing services, including <br />accounting and personnel matters. <br /> <br /> Mr. O'Connell said he thinks the sharing of services is an issue that the School Board <br />and Council discuss further. <br /> <br /> Mr. Toscano recommended that the City and School staff come forward with options <br />to be considered by the School Board and Council. <br /> <br /> Ms. Slaughter suggested that a School Board member and Councilor be included on a <br />staff committee to discuss sharing of services. <br /> <br /> Responding to a question from Mr. Toscano, Ms. Dimberg explained that funds are put <br />into the textbook fund every year in order to build up the fund; but are generally only used <br />every other year, However, new textbooks must be adopted this year and next. <br /> <br /> Mr. Toscano expressed concern that there is no rationale associated with budgeting for <br />the textbooks since there will be insufficient funds next year. <br /> <br /> Rev. Edwards asked if any salaries other than Mr. Lewis's are funded by different <br />programs, and Dr. Shannon said some are, but not within administration. <br /> <br /> Ms. Linda Bowen, School Board member, said that one unfunded priority for the <br />schools is for a grants writer. <br /> <br />Mr. Toscano suggested that grants administration funds be used to fund a grants writer. <br /> <br /> The meeting/~s adjourned. <br />President <br /> <br /> <br />
