34 <br /> <br /> Ms. Daugherty said she would be interested in the School Board prioritizing their <br />unfunded priority list. <br /> <br /> Mr. Vandever noted that the Performing Arts Center receives a subsidy of <br />approximately $35,000 a year. <br /> <br /> Mr. Toscano raised long-term questions about the Performing Arts Center: Who <br />controls the facility? What is the facility's purpose and how do you control the subsidy? Mr. <br />Toscano said he thinks the School Board needs to come up with some options to minimize <br />the subsidy. <br /> <br /> Mr. Toscano recommended that the School Board begin a multi-year budget to smooth <br />out the textbook fund. <br /> <br /> Ms. Slaughter asked if there has been any move to combine the CLAS/S summer <br />program with Albemarle County, and Ms. Linda Peacock, Budget Administrator, said that <br />County children can attend the CLAS/S summer program as space permits. <br /> <br /> Ms. Slaughter asked if the School Board has looked at other ways to provide services <br />other than the alternative school such as other facilities or providers of service, noting that <br />the Council has expressed an interest in finding out more about alternatives. <br /> <br /> Mr. Toscano expressed concern about the amount of the salary of the "director" of the <br />alternative school being paid by the alternative school fund, and said the question is how <br />much is appropriate to allocate. <br /> <br /> Mr. Vandever said the lead alternative school teacher is doing many of the functions <br />that the previous "director" performed, but is not getting paid an equivalent salary. <br /> <br /> Mr. O'Connell said he will ask the Schools to provide Council a job description for the <br />lead teacher and director and the time spent on the alternative school by the director. <br /> <br /> Mr. Vandever said that paying a portion of the director's salary out of the alternative <br />school funds means that the schools are not providing an in-kind contribution being asked of <br />other agencies which undercuts the spirit of the program. <br /> <br /> Mr. Toscano said he would like to find out how essential the clerical staffincrease is <br />and more information on why Region Ten is pulling out of the alternative school program. <br />Mr~ Toscano also questioned whether the alternative school summer program should be in <br />the budget since it has not been adequately discussed by the Council or School Board. <br /> <br /> Ms. Daugherty expressed concern that Albemarle County is proposing to raise teachers' <br />base pay but the City has not. <br /> <br /> Mr. Vandever suggested that Council find out if the City schools are experiencing any <br />difficulties based on is base pay before making a decision to increase the pay. <br /> <br /> Ms. Daugherty said she would be interested in knowing if teacher salaries are an <br />unfunded priority for the School Board, if the School Board thinks the base pay salary <br />difference is a problem, and what would an increase in base pay would cost. <br /> <br /> Ms. Slaughter said she would like to get specific information about the cost to increase <br />teacher salaries specifically, not all school employees. <br /> <br /> Ms. Daugherty said she would also like to see how the City and County teacher salaries <br />compare if benefits are included. <br /> <br /> <br />
