35 <br /> <br />CITY MANAGER BUDGET <br /> <br /> Ms. Daugherty questioned whether communication should be a major budget strategy, <br />and said she is not sure what it covers or what it means. <br /> <br /> Mr. O'Connell said the budget strategies reflect management priorities, and said that a <br />small amount of funds are included in the budget to provide basic information to the <br />community and to update the City's home page. <br /> <br /> Ms. Slaughter asked for an update on the City's gas relief program, including the <br />guidelines, the number of applicants and number who qualified, and the amount donated to <br />the program. <br /> <br /> Ms. Slaughter asked if staff are exploring use of any new technology in the utility <br />budget, and Mr. O'Connell said a study is being conducted to determine where problems are <br />in the system, and a plan will be devised as a result of the study. <br /> <br /> Ms. Slaughter asked for more information on the partnerships grant, and Mr. Leon <br />Churchill, Assistant City Manager, said that the program is still in its formative stage. <br /> <br /> Responding to a question from Ms Daugherty, Mr. O'Connell said that staff are <br />suggesting that the teen center not be funded since it has not attracted City youth, and that a <br />different approach be used. <br /> <br /> Mr. Toscano asked that staff assure that agencies be adequately charged for services <br />provided by City staff, such as the Charlottesville Industrial Development Authority and <br />Charlottesville Redevelopment and Housing Authority. <br /> <br />Ms. Slaughter asked for information on the City's affirmative action program. <br /> <br />Mr. Vandever asked for information on the City's gainsharing program. <br /> <br /> Ms. Slaughter asked for information on how Albemarle County's financial services are <br />organized and the cost. <br /> <br /> The meeting was adjourned. <br />President <br /> <br />COUNCIL CHAMBER - March 18, 1996 <br /> <br /> Council met in regular session on this date with the following members present: Ms. <br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />PUBLIC <br /> <br /> Ms. Elizabeth Crisfield, 119 Appletree Road, representing the Charlottesville-Albemarle <br />Bicycle Alliance, expressed concern about the amount of time it may take to find alternate <br />parking spaces on West Main Street, and therefore install bike lanes, and asked that council <br />include funds in the budget for parking. <br /> <br /> Ms. Joan Woodfolk, 710 Ridge Street, read a resolution approved by the Ridge Street <br />Neighborhood Association demanding deliberate, immediate action be taken to implement the <br />following improvements in the Ridge Street neighborhood: enhance physical design; support <br />housing rehabilitation; increase economic development activity; and control criminal activity. <br />The resolution continued, asking the City Council to act with dispatch to perfonrt the <br />following: fire the area study consultants; let a new RFP to locate new consultants; institute <br /> <br /> <br />
