39 <br /> <br />Mr. Huja said that staff will meet with Mr. Puckett before the sidewalk is designed. <br /> <br /> Mr. Thomas Bowles, 900 Elliott Avenue, asked that a stop sign be installed on Elliott <br />Avenue between Monticello Avenue and Avon Street to reduce speeding, and that Belmont <br />Park be upgraded. <br /> <br /> Ms. Slaughter asked that staff check with the Parks Advisor), Committee to see if they <br />have recommended funding for Belmont Park. <br /> <br />As there were no further speakers, the public hearing was dosed. <br /> <br /> Ms. Slaughter commended the North Belmont Task Force for the three-year budget <br />they proposed. <br /> <br />Mr. Vandever said he thinks North Belmont deserves a three-year funding period. <br /> <br /> Mr. Toscano asked for more information about Ms. Firehock's reference to sewage in <br />the street as it is not likely to be actual sewage, but something the City should address. <br /> <br /> Ms. Slaughter expressed concern that Albemarle County's priorities for HOME <br />Consortium Action Plan does not include increased affordable rental units as the Board of <br />Supervisors has committed itself to increasing. <br /> <br />Mr. O'Connell said he would discuss the matter with the County Executive. <br /> <br />ORDINANCE: CLOSING OF 9TH STREET., S.W. FROM WEST MAIN TO CSX <br />TRACKS (2nd reading) <br /> <br /> Ms. Daugherty said she remains concerned about residents of the 9th Street area being <br />closed off by the street closure. <br /> <br /> Mr. Huja noted that there will be an underpass, and said that safety concerns exist in <br />the area and the Highway Department and Norfolk Southern oppose allowing crossing at the <br />track. <br /> <br /> The ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING A PORTION OF NINTH STREET, S.W.," which was offered at the <br />March 4th meeting, was approved by the following vote. Ayes: Ms. Daugherty, Rev. <br />Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. <br /> <br />ORDINANCE: REZONING 631 DICE STREET FROM R-3 TO B-3 <br /> <br /> Mr. Huja said that the rezoning is being requested so that the existing glass and plastic <br />business can expand. Mr. Huja said that the Planning Commission recommended denial of <br />the rezoning because of intrusion into the residential neighborhood. <br /> <br /> Ms. Slaughter said it is not dear whether the Planning Commission feels the Land Use <br />designation is a mistake since the Planning Commission changed the Land Use designation to <br />R-3 in 1991 and then redesignated it commercial in 1995. <br /> <br /> Mr. Vandever said he thinks that the Planning Commission was concerned that in the <br />future some other business might be in that location. <br /> <br /> Ms. Daugherty asked if the expansion could be allowed in B-2 instead of B-3, and Mr. <br />Huja said it might be allowed in a B-2 zone with a special permit, but he wood have to <br />research the matter. <br /> <br /> Mr. Rodman, owner of the business requesting the rezoning, agreed to defer the matter <br />to explore allowed uses in B-2 zones. <br /> <br /> <br />
