Edwards, the ordinance conveying jail property to the jail <br />authority was removed from the consent agenda to allow a separate vote. <br /> <br /> Ms. Elizabeth Crisfield, 119 Appletree Road, asked for more information on the drug <br />court appropriation~ Mr. O'Connell replied that the appropriation will provide for a planning <br />study to determine the needs of the community and to see if there are resources available in <br />the community that can serve as alternatives to going to court, <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Daugherty, the following consent <br />agenda items were unanimously approved by Council. <br /> <br />a. Minutes of March 4, 6, 13, 18 and 21 <br /> <br />b. APPROPRIATION: $20,945 - Grant for Family Support Services (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />sum of $20,945.00, is hereby appropriated to the Grants Fund in Account #11-161-062314 <br />to implement the Home Visiting Collaboration project, a prevention program providing <br />teenage and young mothers aged 20-24 with assistance in parenting, family development and <br />access to medical care. The project will be administered by the Charlottesville/Albemarle <br />Community Policy and Management Team, and will serve residents of Charlottesville and <br />Albemarle County. This appropriation is conditioned upon receipt of $18,860 from the <br />Commonwealth of Virginia, $1,100 from Albemarle County, and $985 to be transferred from <br />the Council Reserve of the General Fund (account #05-010-031020). <br /> <br />c. S. Department of Agriculture CUSDA) has established the Summer <br />Food Service Program to bring about an increased awareness of the critical importance of <br />proper nutrition for children and a belief that school vacation should not end the availability <br />of nutritious meals for children; and <br /> <br /> WHEREAS, the City of Charlottesville shares the same concerns as the USDA; now, <br />therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that a <br />Summer Food Service Program be established as part of the City of Charlottesville's Summer <br />Recreation Programs and $49,315.94 is hereby appropriated from the unappropriated balance <br />of the General Fund to account code 11-042-062028 in the Grants Fund for the purpose of <br />carrying out this program. Such appropriation shall be conditioned upon the substantial <br />reimbursement to the General Fund by the USDA. <br /> <br />e.
