<br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, Council unanimously
<br />accepted the kiosk with the guidelines described above.
<br />
<br /> WHEREAS, the owner of the "Newsstand" Kiosk now located in the 100 block of
<br />East Main Street on the Downtown Mall has offered to donate its Kiosk to the City; and
<br />
<br /> WHEREAS, the City can make good use of the Kiosk at a location near the western
<br />end of the DoWntown Mall; and
<br />
<br /> WHEREAS, the Charlottesville Downtown Foundation ("CDF") has agreed to lease
<br />the Kiosk from the City, and sublease it to a minority owned business which has promised to
<br />distribute tourist brochures and other information from the Kiosk as well as its business
<br />
<br />wares;
<br />
<br /> NOW THEREFORE, BE IT RESOLVED, that the City accepts this generous
<br />donation and terminates the existing lease with the Owner under the following conditions:
<br />
<br />(1) The City shall receive dear title to the Kiosk; and
<br />
<br />(2)
<br />
<br />For a period of twenty-four (24) months from the acceptance of title, the
<br /> City will take reasonable steps to comply with the suggested guidelines
<br /> for this donation to the City. Thereafter, the City will, in its sole
<br /> discretion, determine whether continued compliance with these
<br /> guidelines is practicable.

<br />ORDINANCE: ANNUAL TAX RATE (2nd reading)
<br />
<br /> The ordinance entitled "AN ORDINANCE TO ESTABLISH THE ANNUAL TAX
<br />LEVY ON VARIOUS CLASSES OF PROPERTY FOR THE PAYMENT OF INTEREST
<br />AND RETIREMENT OF THE CITY DEBT, FOR THE SUPPORT OF THE CITY
<br />GOVERNMENT AND CITY SCHOOLS, AND FOR OTHER PUBLIC PURPOSES,"
<br />which was offered at the April 1st meeting, was approved by the following vote. Ayes: Ms.
<br />Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Noes: None.

<br />APPROPRIATION: ANNUAL BUDGET APPROPRIATION (2nd reading)
<br />
<br /> The appropriation entitled "RESOLUTION ADOPTING THE BUDGET FOR THE
<br />CITY OF CHARLOTTESVILLE FOR THE FISCAL YEAR BEGINNING JULY 1, 1996,
<br />AND ENDING JUNE 30, 1997 AND PROVIDING FOR THE ANNUAL
<br />APPROPRIATION OF FUNDS FOR SUCH FISCAL YEAR," which was offered at the
<br />April 1 st meeting, was approved by the following vote. Ayes: Ms. Daugherty, Rev.
<br />Edwards, Ms. Slaughter, Mr. Toscano, .Mr. Vandever.

<br />I. ADOPTION OF BUDGET
<br />
<br /> WHEREAS, pursuant to Section 15 of the City Charter and Section 15.1-160 of the
<br />Code of Virginia, the City Manager has caused to be prepared and presented to City Council
<br />a proposed budget for the fiscal year beginning July 1, 1996, and ending June 30, 1997; and
<br />
<br /> WHEREAS, a synopsis of such proposed budget has been published in the Daily
<br />Progress, a newspaper of general circulation in the City, and notice duly given in such
<br />newspaper and a public hearings held thereon on March 18, 1996 and April 1, 1996, and the
<br />estimates of revenues and expenditures therein debated and adjusted by City Council in open
<br />public meetings, all as required by the City Charter and Section 15,1-162 .of the Code of
<br />Virginia; now, therefore, be it
<br />
<br /> RESOLVED by the Council of the City of Charlottesville that such document, the
<br />statements of fiscal policy set forth therein, and the estimates of revenues and expenditures
<br />therein proposed by the City Manager and debated and adjusted by the City Council, are
<br />hereby adopted as the annual budget of the City of Charlottesville, for informative and fiscal
<br />
