77 <br /> <br />Fund of a post-retirement supplement of 1.5% of the current retirement pay of each presently <br />retired employee effective July 1, 1996. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter said that Virginia Beach Mayor Meyera Oberndorf recently announced <br />that she has been diagnosed with breast cancer and asked that a card be sent on Council's <br />behalf. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, Council voted, with Mr. <br />Vandever abstaining, to meet in executive session for the purpose of consideration of <br />appointments to boards and commissions as authorized by Section 2.1-344(A)(1) of the <br />Virginia Code; for the purpose of considering the condition, acquisition or use of real <br />property for public purpose, or the disposition of publicly held property, as authorized by <br />Section 2.1-344(A)(3) of the Virginia Code;more specifically described as (a) the CSX <br />property (two different offers) and (b) certain property on West Main Street; and for the <br />purpose of consultation with legal counsel and briefings by staff members, consultants or <br />attorneys, pertaining to probable litigation, or other specific legal matters requiring the <br />provision of legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia <br />Code. The substance of the matters to be discussed can reasonably be identified as follows: <br />changes in the form of local government structure, and related alternatives. An executive <br />session on this subject is also authorized by Section 15.1-945.7(D) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Slaughter, seconded by Ms. <br />Daugherty, certified, with Mr. Vandever absent for the meeting and vote, that, to the best of <br />each member's knowledge, (i) only public business matters lawfully exempted from open <br />meeting requirements by Virginia law were discussed in the executive meeting to which this <br />certification resolution applies, and (ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, discussed or considered by the <br />Council. <br /> <br /> The meeting fgs)adjourned. <br />President <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, April 17, <br />1996 AT 12:00 noon AT Buford Middle School. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BUFORD MIDDLE SCHOOL - April 17, 1996 <br /> <br /> Council met in special session on this date with the following members present: Ms. <br />Daugherty, Rev. Edwards, Mr. Toscano, Mr. Vandever. <br /> <br /> The luncheon was attended by the School Board and members of the Buford School <br />Student Council. Student Council leaders asked Councilors about the issue of reversion to <br />town status and the affect reversion could have on the schools. <br /> <br /> <br />
