79 NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, April 22, 1996 AT 6:45 p.m. IN THE Second Floor Conference Room. THE PROPOSED AGENDA IS AS FOLLOWS: Executive session as provided by Section 2.1-344(a) of the Virginia Code APPROPRIATION: $590,000 (approximate) - Greenbrier School renovation (from Capital Contingency Fund) BY ORDER OF THE MAYOR BY Jeanne Cox (signed) SECOND FLOOR CONFERENCE ROOM - April 22, 1996 Council met in special session on this date with the following members present: Ms. Daugherty, Rew Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. APPROPRL~TION: $523,550 - GREENBRIER ELEMENTARY SCHOOL RENOVATION On motion by Rev. Edwards, seconded by Ms. Slaughter, the $523,550 appropriation for Greenbrier Elementary School renovations was offered and carried over to the next meeting for consideration. On motion by Ms. Slaughter, seconded by Rev. Edwards, Council unanimously voted to meet in executive session for the purpose of consultation with legal counsel and briefings by staff members, consultants or attorneys, pertaining to probable litigation, or other specific legal matters requiring the provision of legal advice by counsel, as authorized by Section 2.1-344(A)(7) of the Virginia Code. The substance of the matters to be discussed can reasonably be identified as'follows: changes in the form of local government structure, and related alternatives. An executive session on this subject is also authorized by Section 15.1-945.7(D) of the Virginia Code. Council reconvened in open session and, on motion by Rev. Edwards, seconded by Ms. Daugherty, certified that, to the best of each member's knowledge, 0) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council The meeting/~) adjourned. President COUNCIL CHAMBER - May 6, 1996 Council met in regular session on this date with the following members present: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. PUBLIC Mr. John Harris, owner of Priority Press on West Main Street, asked Council to re-evaluate removing parking on West Main Street in order to install bike lanes, noting that the Rawn study had pointed out that parallel parking is vital to the West Main Street shopping district.
