86 <br /> <br />AS AMENDED, BY THE REZONING OF CERTAIN PROPERTY LOCATED <br />AT 1105 ROSE HIlL DRIVE" (2nd reading) <br /> <br /> Mr. Toscano presented the Public Works proclamation to Judy Mueller, Director of <br />Public Works. <br /> <br /> Ms. Slaughter noted that the public is absolutely dependent upon services provided by <br />the Department of Public Works, but these services are rarely thought about until there is a <br />problem. <br /> <br />RESOLUTION: AUTHORIZING TRANSFER OF 315 9TH STREET, S.W. TO <br />CHARLOTTESVILLE HOUSING FOUNDATION <br /> <br /> Mr. Toscano noted that the house located at 315 9th Street, known as the <br />Steppingstone House, had been transferred to Midway Housing to be used as rental property <br />to enable families to save money to purchase a house. Mr. Toscano said he is agreeable to <br />allowing the property to be sold and using the assets to purchase another property for the <br />same purpose, but would not want to see an owner-occupied house purchased and converted <br />to rental. <br /> <br /> Ms. Karen Lilleleht, President of Midway Housing, explained that the settlement from <br />the Department of Transportation resulting from the 9th/10th Street realignment project will <br />enable Midway Housing to pay off the loan on 315 9th Street and have excess funds to put <br />toward renovation of another property. Ms. Lilleleht said she is willing to have the City <br />require that 1Vfidway Housing not purchase an owner-occupied unit. Ms. Lilleleht noted that <br />the parking at 315 9th Street will be taken for the realignment project, leaving the property <br />unsuitable for housing. <br /> <br /> Ms. Slaughter recommended that the Planning Commission be informed of the likely <br />change in use of'315 9th Street from residential to commercial. <br /> <br /> Ms. Vandever said he is concerned with the stipulation in the resolution that the future <br />location of the Steppingstone House be in the City, given the disparity of subsidized housing <br />between the City and Albemarle County. Mr. Vandever said he would prefer to give Midway <br />Housing more flexibility and remove the clause. <br /> <br /> Responding to a concern expressed by Rev. Edwards about the project serving City <br />residents, Ms. Lilleleht noted that City residents are given first choice of units located in the <br />City. <br /> Mr. Satyendra Huja, Director of Community Development, noted that if CDBG funds <br />are used for the Steppingstone House, the property must be located in the City. <br /> <br /> Mr. Vandever made a motion to approve the resolution authorizing the transfer of 3 t 5 <br />9th Street to the Charlottesville Housing Foundation, with the requirement that the future <br />located not be a owner-occupied unit, and with the stipulation removed that the property be <br />located in the City. <br /> <br /> Ms. Slaughter seconded the motion, and the resolution was approved by the following <br />vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever. Noes: Ms. <br />Daugherty. <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the <br />City hereby approves and authorizes the transfer of property owned by Midway Housing <br />Development Corporation at 315 9th Street, S.W. to the Charlottesville Housing Foundation, <br />pursuant to the deed dated August 20, 1992, from the City to Midway Housing Development <br />Corporation. This Council also approves and authorizes the Charlottesville Housing <br />Foundation to sell the subject property and use the proceeds of the sale to purchase another <br />house located suitable as a Steppingstone Home. It is understood that this program will not <br />displace owner-occupants from that property. <br /> <br /> <br />
