98 <br /> <br />Review approval. The proposal calls for the builder to lease the property from the City until <br />the property is purchased at a price of $550,000, which is the fair market assessment. <br /> <br /> Ms. Daugherty said she supports the proposal and feels it will be a financial benefit to <br />the city, will be a better use than surface parking, and will be attractive. Ms. Daugherty <br />encouraged people to use the garages for parking. <br /> <br /> On motion by Ms. Daugherty, seconded by Rev. Edwards, the ordinance entitled "AN <br />ORDINANCE TO AUTHORIZE A LEASE-PURCHASE AGREEMENT FOR CITY <br />PROPERTY LOCATED ON EAST HIGH STREET AND 4TH STREET, N.E. TO <br />MCGUIRE, WOODS, BATTLE & BOOTHE" was offered and carded over to the next <br />meeting for consideration. <br /> <br /> Mr. Huja noted that an ad hoc committee of the Board of Architectural Review and <br />Urban Design Conunittee have met with the architects and suggested that modifications be <br />made in the design of the building. Mr. Huja said the project will be reviewed formally by the <br />Board of Architectural Review and the site plan will be reviewed by the Planning <br />Commission. <br /> <br /> Mr. Bob Gray of Shank and Gray Architects, architects for the project, said the first <br />phase will be a 26,800 square foot building, with an additional 10,000 square feet added in <br />phase two. Mr. Gary said the design of the building was drawn from the buildings <br />surrounding the Court Square area. <br /> <br /> Mr. Vandever said that the project is a continuation of a proposal beginning years back <br />with an economic impact study by the Charlottesville Industrial Development Authority. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Mr. O'Connell said he has received a letter from the County Executive notifying him of <br />consideration by the County of possible termination of the fire contract between the City and <br />County. Mr. O'Connell said he believes that joint fire sen'ice is best for the community at <br />large. <br /> <br /> Rev,. Edwards thanked Leon Churchill for Iris efforts in planning for the opening of <br />Tonsler Park. <br /> <br /> Mr. Toscano asked Council to authorized him to write a letter to the County Board of <br />Supervisors expressing the City's concerns about the impact on the City (drainage, financial, <br />traffic and neighborhoods) of the proposed Faison shopping center on Hydraulic Road. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, Council unanimously voted <br />to authorize the Mayor to send a letter to the Board of Supervisors. <br /> <br />The meetingc~d. <br /> <br />President <br /> <br /> <br />
