99 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, June 5, <br />1996 AT 7:00 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work Session: Utility Rates <br />Executive session as provided by Section 2.1-344(A) of the Virginia Code <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />BASEMENT CONFERENCE ROOM - June 5, 1996 <br /> <br /> Council met in special session on this date with the following members present: Ms. <br />Daugherty, Ms. Slaughter, Mr. Toscano. Absent: Rev. Edwards and Mr. Vandever. <br /> <br /> Ms. Judy Mueller, Director of Public Works, explained that City staffhave met with the <br />Albemarle County Service Authority regarding a joint water conservation education program, <br />and the initial effort will be ain~ed at unnecessary water use by homeowners. Following that <br />effort, businesses and the University of Virginia will be targeted. Ms. Mueller said plans are <br />to use CDBG funds to retrofit plumbing in target neighborhoods, possibly teaching residents <br />plumbing skills so they can provide the labor. <br /> <br /> Ms. Slaughter stressed the importance of the work of the water conservation <br />consultant, and noted that the consultant should not rely on previously prepared reports. <br /> <br /> Ms. Daugherty asked that staff provide information to Council on the possibility of <br />having differential pricing, charging more to those who use more. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. Tom Haden, Assistant Director of <br />Finance, said that the benefit of adding new gas customers is to spread the fixed cost out over <br />a broader base. <br /> <br /> Ms. Daugherty asked if consideration has been given to charging a higher gas price to <br />Albemarle County customers. Ms. Rita Scott, Director of Finance, replied that the issue has <br />been discussed, but not recommended since the County is where new customers are located. <br /> <br /> Ms. Daugherty recommended that a study of efficiency of gas versus other heating <br />sources be done in order to market the gas system. <br /> <br />Ms. Mueller said she will send Council gas marketing information. <br /> <br /> Mr. Toscano said he is not interested in pursuing charging a higher gas rate for County <br />customers. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Daugherty, Council voted to meet in <br />executive session for the purpose of discussing appointments to boards as cmmnission as <br />provided by Section 2.1-344(A)(1) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />Ms. Slaughter, with Rev. Edwards and Mr. Vandever absent, certified that, to the best of <br />each member's knoWledge, (i) only public business matters lawfully exempted from open <br />meeting requirements by Virginia law were discussed in the executive meeting to which this <br />certification resolution applies, and (ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, discussed or considered by the <br />Council. <br /> <br /> ~The meeti~ adjourned. <br />President <br /> <br /> <br />
