126 <br /> <br /> Mr. Cox asked if the applicant currently has neighborhood people employed, and the <br />applicant replied that he did. <br /> <br /> Ms. Slaughter also advised that thought be given to the Comprehensive Plan <br />designation for the area and asked Councilors to think about whether they want to direct the <br />Planning Conmfission to look at the designation again. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Richards said that with the City's focusing of efforts on West Main Street, the soon <br />to be completed bridge, installation of bike lanes, ground breaking for renovations of the train <br />station, the trolley route to begin in the fall, and construction underway for a new hotel, she <br />would like to approach the West Main Street merchants and neighbors about the idea of a <br />street festival in the fall. Ms. Richards asked for Council's support for initiating and <br />approaching the merchants, as well as engaging the City somewhat in the process. <br /> <br /> It was the consensus of Council for Ms. Richards to approach the West Main Street <br />merchants with the idea of a street festival. <br /> <br /> Mr. Toscano announced that the American Institute of Architects has awarded an <br />Honor Award for Urban Design for the West Main Street study. <br /> <br /> Ms. Slaughter announced that activities will be held July 16 - 21 in celebration of the <br />downtown mall's 20th birthday. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, Council unanimously voted <br />to meet in executive session for the purpose of discussing appointments to boards and <br />commissions as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the purpose of <br />considering the acquisition or use of real property for public purpose, or the disposition of <br />publicly held property, as authorized by Section 2.1-344(A)(3) of the Virginia Code, and <br />more specifically described as property east of Cherry Avenue and property near the <br />intersection of 3rd Street and the downtown mall; and for the purpose of consultation with <br />legal counsel and briefings by staff members, consultants or attorneys, pertaining to actual or <br />probably litigation, or other specific legal matters requiring the provision of legal advice by <br />counsel, as authorized by Section 25.1-344(A)(7) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Mr. Toscano, seconded by Ms. <br />Daugherty, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law were discussed in <br />the eXecutive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />The meeting was adjourned. <br /> <br />P~'~sid~nt (,~ <br /> <br /> <br />
