Ms. Slaughter also advised that thought be given to the Comprehensive Plan designation for the area and asked Councilors to think about whether they want to direct the Planning Conmfission to look at the designation again. PUBLIC There were no matters by the public. OTHER BUSINESS Ms. Richards said that with the City's focusing of efforts on West Main Street, the soon to be completed bridge, installation of bike lanes, ground breaking for renovations of the train station, the trolley route to begin in the fall, and construction underway for a new hotel, she would like to approach the West Main Street merchants and neighbors about the idea of a street festival in the fall. Ms. Richards asked for Council's support for initiating and approaching the merchants, as well as engaging the City somewhat in the process. It was the consensus of Council for Ms. Richards to approach the West Main Street merchants with the idea of a street festival. Mr. Toscano announced that the American Institute of Architects has awarded an Honor Award for Urban Design for the West Main Street study. Ms. Slaughter announced that activities will be held July 16 - 21 in celebration of the downtown mall's 20th birthday. On motion by Ms. Daugherty, seconded by Mr. Toscano, Council unanimously voted to meet in executive session for the purpose of discussing appointments to boards and commissions as authorized by Section 2.1-344(A)(1) of the Virginia Code; for the purpose of considering the acquisition or use of real property for public purpose, or the disposition of publicly held property, as authorized by Section 2.1-344(A)(3) of the Virginia Code, and more specifically described as property east of Cherry Avenue and property near the intersection of 3rd Street and the downtown mall; and for the purpose of consultation with legal counsel and briefings by staff members, consultants or attorneys, pertaining to actual or probably litigation, or other specific legal matters requiring the provision of legal advice by counsel, as authorized by Section 25.1-344(A)(7) of the Virginia Code. Council reconvened in open session and, on motion by Mr. Toscano, seconded by Ms. Daugherty, certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the eXecutive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council.
