133 <br /> <br /> Mr. Toscano said that he is not sure that HOlvfE funds can be used for a fair housing <br />commission and suggested that the issue be further explored. <br /> <br /> Ms. Daugherty noted that three Atifican-American students had been nominated from <br />Charlottesville High School for the State's Governor's school. One student decided against <br />applying and the other two were not accepted by the State. Ms. Daugherty said the schools <br />try to make the nominating process open to all students. <br /> <br /> Ms. Slaughter announced the downtown mall's 20th birthday celebration from July 16 <br />through 21. <br /> <br /> Ms. Slaughter bid farewell to Jamie Simpson, a reporter for the Daily Progress, who <br />will be leaving the Charlottesville area. <br /> <br /> It was agreed that the Council retreat would be held on Sunday, September 22 and half <br />a day on Monday, September 23. <br /> <br />Due to vacation schedules, the August 19th Council meeting was cancelled. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, Council voted to meet in <br />executive session for the purpose of discussing appointments to boards and commissions, as <br />authorized by Section 2.1-344(A)(1) of the Virginia Code; and for the purpose of <br />consukation with legal counsel and briefings by staff members, consultants or attorneys, on <br />two matters pertaining to actual or probable litigation, or other specific legal matters <br />requiring the provision of legal advice by counsel, as authorized by Section 2.1-344(A)(7) of <br />the Virginia Code. The substance of one of the matters to be discussed can reasonably be <br />identified as follows: changes in the form of local government structure, and related <br />alternatives. An executive session on this subject is also authorized by Section 15.1-945.7(D) <br />of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />Mr. Richards, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfi~ly exempted from open meeting requirements by Virginia law were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br /> The meeting was adjourned. <br />P~es~ent '~ <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, July 17, <br />1996 AT 12:00 noon IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Luncheon meeting with School Board <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br /> BASEMENT CONFERENCE ROOM - July 17, 1996 <br /> <br /> Council met in special session on this date with the School Board with the following <br />members present: l~&.
