151 <br /> <br /> Mr. Cox criticized what he said feels are Council's frequent and extensive use of <br />executive sessions, and said he does not feel committed to the steadfast use of them. Mr. <br />Cox recommended that the issue be discussed at the retreat. Mr. Cox said he favors cutting <br />back on executive sessions and finding some way to inform the public what Council is talking <br />about. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />Ms. Richards, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />APPOINTMENTS: BOARDS AND COMMISSIONS <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the following appointments <br />were unanimously approved by Council. <br /> <br /> Ms. Cynthia Stratton reappointed and Mr. Deverett Cummings appointed to three-year <br />terms, and Ms. Sue Newman appointed to an unexpired term on the Charlottesville/ <br />Albemarle Children and Youth Commission. Ms. Stratton's and Mr. Cummings' terms will <br />expire on June 30, 1999, and Ms. Newman's term will expire on June 30, 1997. <br /> <br /> Ms. Joy Johnson and Ms. Alicia Lugo reappointed to two-year terms on the <br />Charlottesville Redevelopment and Housing Authority. These terms will expire on June 30, <br />1998. ' <br /> <br /> Mr. Chace Anderson and Ms. Carolyn Davis reappointed to two-year terms, and Ms. <br />Joyce Henderson appointed to a three-year term on the Community Development Block <br />Grant Task Force. Mr. Anderson's and Ms. Davis' terms will expire on May 30, 1998, and <br />Ms. Henderson's term will expire on May 30, 1999. <br /> <br /> Ms. Jacqueline Lichtman appointed to a four-year term on the Jefferson-Madison <br />Regional Library Board~ This term will expire on August 31, 2000. <br /> <br /> Ms. Jean Cooper reappointed to a three-year term on the Personnel Appeals Board. <br />This term will expire on May 30, 1999. <br /> <br /> Ms. Shirley Roberts reappointed to a three-year term on the Region Ten Community <br />Sen, ices Board. This term will expire on June 30, 1999. <br /> <br /> Mr. Harry Henderson reappointed to a three-year term and Ms. Shirley Cauley <br />appointed to an unexpired term on the Social Development Commission. Mr. Henderson's <br />term will expire on August 31, 1999, and Ms. Cauley's term will expire on August 31, 1997. <br /> <br /> Ms. Betsy Cochran and Ms. Marian Rabinowitz reappointed, and Mr. Daniel Miller and <br />Mr. Tyler Sewell appointed to four-year terms on the Social Services Advisory Board. These <br />terms will expire on June 30, 2000. <br /> <br /> Mr. James Oschrin and Ms. Elizabeth Waters reappointed to three-year terms on the <br />Urban Design Committee.
