158 <br /> <br /> Mr. Cox agreed that the space is too small to accommodate both the cafe and <br />pedestrians in the configuration proposed, but said he would like to be able to accommodate <br />the restaurant as they are currently expanding their business. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, Council unanimously denied <br />the request to amend the cafe permit for Eastern Standard, and directed staffto work with <br />Eastern Standard to return with another alternative. <br /> <br /> Ms. Daugherty noted that space might be available on the mall, west of the efisting <br />cafes. <br /> <br />ORDINANCE: ESTABLISHING WEST MAIN STREET ARCHITECTUR3~L <br />DESIGN CONTROL DISTRICT <br /> <br /> Ms. Slaughter noted that the ordinance establishing a West Main Street architectural <br />design control district will be presented to Council, but action will be deferred to the October <br />7th meeting in order to provide an opportunity for the Board of Architectural Review to meet <br />with interested persons to discuss the implications of the proposed district on October 2nd. <br /> <br /> Mr. Huja explained that the architectural design control district on West Main Street <br />was recommended as part of the Comprehensive Plan and Preservation Plan, and would <br />include all properties facing West Main Street and others beyond West Main Street with <br />historic significance, totaling 61 structures and 81 parcels. The district is being proposed to <br />help assure the integrity and harmony of the West Main Street area, as well as adjacent <br />properties. If approved, a certificate of appropriateness would be necessary for an3, exterior <br />changes to buildings. <br /> <br /> Mr. Cox asked if property owners in such a district would be able to demolish <br />properties less than 100 years old, and ix?n-. Huja replied that permission to demolish would <br />need to be granted by the Board of Architectural Revie~v, independent of the building's age. <br /> <br /> Mr. Cox said he feels that requiring the permission of the BAR prior to demolkion is <br />an important part of the ordinance, and would encourage people to find other ways to deal <br />with properties rather than demolition. <br /> <br /> Responding to a question from Ms. Richardsl Mr. Huja said a survey is being <br />conducted of parts of Ridge Street and Wertland Avenue for future inclusion in an historic <br />district. <br /> <br /> Mr. Cox said he hopes efforts will be made to aggressively educate property owners of <br />the benefits of an historic district. Mt'. Cox he feels designation as an historic district will <br />secure the future quality of the area. <br /> <br /> Ms. Daugherty said she feels the survey information is very interesting, and noted that it <br />is available at the Department of Community Development. <br /> Ms. Richards said he feels the historic preservation guidelines which have been <br />published by the Department of Community Development, are very readable and <br />user-friendly. <br /> <br /> Mr. Toscano said that Council may want to consider broadening the membership of the <br />Board of Architectural Review to include representation from Ridge Street and West Main <br />Street. Mm. Toscano said he would like to know the rationale for why some properties have <br />been left out and other included in the proposed district. <br /> <br /> Mr. Huja explained that some properties that extend over to Wertland Avenue were <br />included in the district so as not to split properties with the same owner. <br /> <br /> Responding to a question from Mr. Cox, Mr. Huja said surveys are being conducted <br />south of the railroad tracks for possible future inclusion in an historic district. <br /> <br /> <br />
