164 <br /> <br />Preschool programs <br />Aids in elementa~ classroom <br />Support staff <br />Libraries <br />~s <br />Special education <br />CIP implications <br />Systematic survey of parems to see what they identify, as strengths/weaknesses <br />Demographics and tenure of staff/students <br />Informal policies, such as teacher/student conferences <br />Textbooks, materials, supplies, equipment <br />Expectations of teachers (maintenance of classrooms, etc.) <br />Degree of parental involvement <br />How do you put together a consolidated school system <br /> <br /> Mr. Cox said he feels a plan for the schools must be negotiated with the County before <br />the City would agree to consolidation. <br /> <br /> Mr. Toscano noted that some of the impact of consolidation is already known as a <br />resuk of the first study, and feels the question is whether the Count3,' is willing to raise their <br />level of spending in all their schools. <br /> <br /> Ms. Daugherty said she thinks the City' could articulate and negotiate what is important <br />in the schools to maintain. <br /> <br /> Mr. Cox said he feds assumptions have to be built into the study about what is <br />important to the City. <br /> <br /> Mr. Clyde Gouldman, City Attorney, cautioned that negotiated agreements regarding <br />school programming may not go into perpetuity, and suggested that addkionat legal advice be <br />sought on this issue. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Richards, Council unanimously voted <br />to meeting in executive session for the purpose of consultation with legal counsel and <br />briefings by staff members, consultants or attorneys, pertaining to probable litigation, or other <br />specific legal matters requiring the provision of legal advice by counsel, as authorized by <br />Section 2.1-344(A)(7) of the Virginia Code. The substance of the matters to be discussed <br />can reasonably be identified as follows: changes in the form of local government structure, <br />and related alternatives. An executive session on this subject is also authorized by Section <br />15.1-945.7(D) of the Virginia Code. <br /> <br /> Council reconvened in open session and, on motion by Ms. Daugherty, seconded by <br />Ms. Richards, certified that, to the best of each member's knowledge, (i) only public business <br />matters lawfully exempted from open meeting requirements by Virginia law were discussed in <br />the executive meeting to which this certification resolution applies, and (ii) only such public <br />business matters as were identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />The meeting was convened for the evening. <br /> <br />GRAVES MOUNTAIN LODGE - September 23, 1996 <br /> <br /> Council reconvened the special session with the following members present: Mr. Cox, <br />Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br /> Councilors discussed their Work/Action plan for the upcoming year, working from the <br />priorites previously discussed. <br /> <br /> <br />
