165 <br /> <br /> Mr. Toscano said he feels that it is difficuk to plan with the issue of reversion <br />undecided as Council may plan differently if it decides to pursue reversion than if it remains a <br />city. <br /> <br /> Ms. Slaughter said she did not feel the action plan will be significantly affected by the <br />issue of reversion. <br /> <br />Councilors and staff worked to develop a ~vork/action plan for the coming year. <br /> <br />Councilors and staff committed to working on specific work plans in the next year. <br /> <br />It was agreed that future discussion would be held to prioritize the work/action plan. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr: Cox, Council unanimously voted to <br />meet in executive session for the purpose of consultation with legal counsel and briefings by <br />staff members, consultants or attorneys, pertaining to probable litigation, or other specific <br />legal matters requiring the provision of legal advice by counsel, as authorized by Section <br />2.1-344(A)(7) of the Virginia Code. The substance of the matters to be discussed can <br />reasonably be identified as follows: changes in the form of local government structure, and <br />related alternatives.
