176 <br /> <br /> Ms. Becky Graves of Yellow' Cab, said that she fully supports the changes and asked <br />that two dates to implement the changes be approved, one early to accommodate some now <br />and March 1 st as the final compliance date. <br /> <br /> On motion by Mr. Toscano, seconded by Mr. Cox, the ordinance entitled "AN <br />ORDINANCE AMENDING AND REORDA1NING SECTION 32-92 OF THE CODE OF <br />THE CITY OF CHARLOTTES\qLLE, 1990,A S AMENDED, RELATED TO THE <br />FORMAT OF THE TAXICAB RATE SCHEDULE," including the March 1 compliance <br />date, was offered and carried over to the next meeting for consideration. <br /> <br />ORDINANCE: AMENDING BUSINESS AND PROFESSIONAL LICENSE (BPOL) <br />(2nd reading) <br /> <br /> Mr. Gouldman reviewed changes in the ordinance that were required to make it <br />consistent with Council's decision to make the issuance fee $35. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, ordinance was unanimously <br />amended as described by Mr. Gouldman. <br /> <br /> The ordinance entitled "AN ORDINANCE REPEALING CHAPTER 14 OF THE <br />CODE OF THE CITY OF CHARLOTTESYqLLE, 1990, AS AMENDED, AND <br />REPLACING IT WITH A NEW CHAPTER 14, ENTITLED LICENSES," as amended, <br />which was offered at the September 16th meeting, was approved by the following vote. <br />Ayes: Mr. Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. Noes: None. <br /> <br />PUBLIC <br /> <br /> Mr. Scott Peyton, property owner on West Main Street, said that at the July Planning <br />Commission meeting he had requested an opportunity to learn more about the design control <br />district and the impact on businesses, and he viewed the October 2nd meeting with the Board <br />of Architectural Review as a first step. Mr. Peyton appealed to Council to make adjustments <br />and improvements to the guidelines/criteria before approving the district. <br /> <br /> Ms. Ashlin Smith, 620 Park Street, noted that the October 2nd meeting was actually <br />the second information session for West Main Street property owners. Ms. Smith said she <br />appreciates Ms. R/chards' concerns, but thinks the ordinance should move along and be voted <br />on in November. Ms. Smith said the ordinance is well-founded, non-subjective, and a good <br />document that works. <br /> <br /> Mr. Steve Blaine, attorney representing some of the property owners on West Main <br />Street, said that business people and investors abhor the uncertainty of the design control <br />district. Mr. Blaine said it is not too late to come up with an agreement that everyone can <br />buy into. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter announced a citizens information meeting on the Meadowcreek <br />Parkway, Phase I, on October 15 from 4:00 to 7:00 p.m. at Charlottesville High School. <br /> <br /> The meeting was adjourned. <br />l~tesident ~~ <br /> <br /> <br />
