173 <br /> <br />Ms. Slaughter presented Ms. Scott with a Class Act Award for the achievement. <br /> <br />REPORT: THOiVLA_S JEFFERSON PLANNING DISTRICT COiVLMISSION <br />LEGISLATIVE PROGtLA_M <br /> <br /> Ms. Bonnie Fronfelter, Thomas Jefferson Planning District Commission Legislative <br />Liaison, presented the first round draft of the Commission's legislative package. Ms. <br />Fronfelter noted that Part I includes ten policy areas and Part II contains six position papers. <br />Ms. Fronfelter said that a final forum on the package w41l be held the first week in November. <br /> <br /> Responding to a question from Ms. Daugherty, Ms. Fronfelter said that localities have <br />veto power on anything in the package. <br /> <br /> Mr. Toscano said he would be interested in including language supporting full funding <br />of the Comprehensive Services Act and support services and day care for welfare reform. <br /> <br /> Ms. Richards recommended that the Virginia Municipal League be contacted for <br />language on child care and welfare reform. <br /> <br /> Ms. Slaughter thanked Ms. Fronfelter for providing the issues papers as part of the <br />package. <br /> <br />STAFF REPORT: DOWNTOWN PARKING PLAN <br /> <br /> Ms. Slaughter reconunended that Council listen to the staff report on downtown <br />parking and then set a work session to discuss the matter further. <br /> <br /> Mr. Huja reviewed the Planning Commission's recommendations regarding downtown <br />parking including: traffic reduction, parking fines, parking meter rates, privatization of <br />public lots, marketing, current no parking areas, satellite lots, bus parking, loading zones, <br />permit parking, special parking prMlege policy, parking deck, parking validation policy, free <br />on-street parking, and 2-hour vs. 1-hour parking. <br /> <br /> Ms. Slaughter recommended that members of the Planning Commission be invited to <br />the work session, and suggested that staff outline the discussion of some of the involved <br />projects such as parking decks. Ms. Slaughter also recommended that issues be dMded up <br />into short-mid-and long-term questions. <br /> <br /> Mr. Toscano said he thought Council would benefit from the notes from the downtown <br />charrette. <br /> <br /> Ms. Richards said she would like downtown employees to be invited for some type of <br />meeting with Council and to get them involved in problem solving. <br /> <br /> Ms. Slaughter suggested that Council have public hearings on those issues needing <br />ordinance changes. <br /> <br />RESOLUTION: ADELPHIA CABLE 1LA_TE REGULATION <br /> <br /> Mr. Clyde Gouldman, City Attorney, explained that Adelphia, with the cooperation of <br />the FCC, has structured a proposed global settlement designed to settle rate disputes in <br />communities where it operates. Mr. Gouldman reviewed the rate regulation history in <br />Charlottesville, and recormnended that Council endorse the settlement and bring an end to the <br />two years of argument about Adelphia's a la carte offering. Under the settlement, City <br />residents will receive a refund of $177,000 over a twelve-month period from Adelphia. <br /> <br /> Ms. Daugherty made a motion to approve the resolution endorsing the proposed <br />settlement. Mr. Toscano seconded the motion, noting that k will preserve Council's options <br />to protect the public interest. Mr. Toscano added that citizens need to understand that the <br />era of regulating cable rates is over. <br /> <br /> <br />
