177 <br /> <br />COUNCIL CHAMBER- October 14, 1996 <br /> <br /> Council met in regular session on this date with the following members present: Mr. <br />Cox, Ms. Daugherty, Ms. Richards, Ms. Slaughter, Mr. Toscano. <br /> <br /> Ms. Slaughter announced that a public hearing will be held on November 18th on the <br />proposed curfew ordinance. <br /> <br />PUBLIC <br /> <br /> Ms. John Heyden, Westwood Road, expressed concern about moving the public access <br />studio to CATEC and charging fees. Mr. Heyden said charging a fee would be highly <br />discriminatory to those who cannot afford fees and would eliminate 75% of the shows now <br />being produced. Mr. Heyden added that he objectS to meetings being held without <br />notification to citizens. <br /> <br />CONSENT AGENDA <br /> <br /> Ms. Slaughter removed the Juvenile Detention Home Study appropriation from the <br />consent agenda and deferred the resolution affirming the CDBG process. <br /> <br /> Ms. Constance Dunn, representing Management SelMces Corporation, expressed <br />concern that property owners will not be able to pay for the land if the City requires it as part <br />of the Woodrow Street closing. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Huja said that another housing unit <br />could be added on the property if the street is closed. <br /> <br /> Ms. Daugherty asked what the original reason was for the street closing request, and <br />Ms. Dunn said that the street was dedicated, but unaccepted and the burden of maintenance <br />and plowing was left to the property owners. <br /> <br /> Mr. Cox asked Mr. Gouldman to provide Council with a history of charging for street <br />closings. <br /> <br /> Ms. Richards asked about the legal possibilities of charging for the land acquired by the <br />closing at such time that a site plan would be submitted for development of the property, and <br />Mr. Gouldman said that a restriction would have to be made on subsequent landowners. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Daugherty, the ordinance dosing <br />Woodrow Street was unanimously deferred to the November 4th meeting. <br /> <br />a. RESOLUTION: Designation of FEMA Agent <br /> <br />BE IT RESOLVED BY the City Council of the City of Charlottesville, Virginia, <br /> <br /> THAT Rita K. Scott, Director of Finance, is hereby authorized to execute for and in <br />behalf of the City of Charlottesville, a public entity established under the laws of the State of <br />Virginia, this application and to file it in the appropriate State office for the purpose of <br />obtaining certain Federal financial assistance under the Disaster Relief Act (Public Law 288, <br />93rd Congress) or otherwise available from the President's Disaster Relief Fund: <br /> <br /> THAT the City of Charlottesville, Virginia, a public entity established under the laws of <br />the State of Virginia, hereby authorizes its agent to provide to the State and to the Federal <br />Emergency Management Agency (FEMA) for all matters pertaining to such Federal disaster <br />assistance the assurances and agreements printed on the reverse side hereof. <br /> <br />b.
