185 <br /> <br />ORDINANCE: REZON!NG OF HICKMAN/ROBINSON/WOODFOLK PROPERTIES <br />FROM R-1 RESIDENTIAL TO 4-1 PLANNED UNIT DEVELOPMENT (PUD) <br /> (2nd reading) <br /> <br />ORDINANCE: REZONING OF HICKMAN PROPERTY FROM R-1 AND R-2 TO <br />R-l/R-2 PLANNED UNIT DEVELOPMENT (PUD) (2nd reading) <br /> <br />Mr. Cox abstained fi-om the rezonings due to a conflict of interest. <br /> <br /> Mr: Clyde Gouldman, City Attorney, said that the applicant has requested that the <br />street remain private and that the wide of the street be determined administratively. <br /> <br /> Ms. Richards made a motion to amend the ordinance to add language recommended by <br />the City Attorney and to provide for the street to remain private. Ms. Slaughter seconded the <br />motion. <br /> <br /> Mr. Toscano said his only concern is whether enough checks and balances are provided <br />for the public safety concerns with regard to the street width, but as it will go to the Planning <br />Department for approval, he will support the amendment. Mr. Toscano said his only concern <br />is that neither the Department of Public Works nor Community Development have seen the <br />proposed language. <br /> <br /> It was agreed that the matter would be deferred until the end of the meeting with the <br />School Board. <br /> <br />SCltOOL BOARD DISCUSSION <br /> <br /> Ms. Artie Dimberg, Acting Superintendent for City Schools, described the attendance <br />guidelines for the City Schools, and discussed efforts by the Schools, in conjunction with the <br />Police and Commonwealth's Attorney, to reduce truancy. <br /> <br /> Mr. Chuck Wood, Charlottesville High School staff, explained that after three <br />consecutive unexcused absences, parents are contacted through a home visit, phone contract, <br />or a letter. After that process, a petition is filed stating that the child is in need of <br />supervision. <br /> <br /> Mr. Dave Chapman~ Commonwealth's Attorney, said taht his office is eager to be of <br />assitance in improving attendance, particularly at the elementary and middle school levels~ <br /> <br /> Police Chief John Wolford said that he thinks the Police Department can assist in <br />getting youths back in schools. <br /> <br /> Mr. Cox suggested that the Schools consider lowering the number ofunexcused <br />absences before there is an intervention. <br /> <br /> Ms. Mary Susan Payne, School Board Chair, said that the School Board will revisit the <br />truancy issue after a few months of better record keeping. <br /> <br />ORDINANCE: REZONING OF HICKMAN/ROBINSON/WOODFOLK PROPERTIES <br />FROM R- 1 RESIDENTIAL TO 4-1 PLANNED UNIT DEVELOPMENT (PUD) <br /> (2nd reading) <br /> <br />ORDINANCE: REZONING OF HICKMg2q PROPERTY FROM R-1 AND R-2 TO <br />R-1/R-2 PLANNED UNIT DEVELOPMENT (PUD) (2nd reading) <br /> <br /> Mr. Gouldman suggested that language be added to have the matter approved by <br />Community Development in consultation with the Fire and Public Works Departments. <br /> <br /> Ms. Richards and l~,s. Slaughter agreed to add the language suggested by Mr. <br />Gouldman to their amendment. <br /> <br /> <br />
