189 <br /> <br /> Responding to a question from Ms. Daugherty, Dr. DiCroce said she will provide <br />Council with the statistics on the percentage of people from the surrounding area who use the <br />Jefferson School site. <br /> <br />PRESENTATION: FIRST AMENDMENT MOUNT <br /> <br /> Mr. Robert O2qeil, Director of the Thomas Jefferson Center for the Protection of Free <br />Expression, asked that Council identify a site and create a citizens committee to solicit design <br />proposals for a First Amendment Monument. <br /> <br /> Mr. Josh Wheeler of the Thomas Jefferson Center said that the corner of 7th and Main <br />near the fountain was selected by the Board of Architectural Review as the location for the <br />monument, but he said they are open to other options. <br /> <br /> Ms. Slaughter suggested that the matter be turned back over to staff for more <br />discussion of the pros and cons of the sites. <br /> <br />ORDINANCE: WOODROW STREET CLOSING (2nd reading) <br /> <br /> Mr. Toscano asked if the applicants have concerns about the conditions of the street <br />closing other than the requirement that the property be sold. <br /> <br /> Ms. Alice Fletcher said that the applicants have no intention of engaging in further <br />financial cost, and have no plans to add units, but are not concerned with the other <br />conditions. <br /> <br /> Ms. Daugherty made a motion to amend the ordinance by removing the requirement <br />that the applicants pay for the property. Mr. Toscano seconded the motion. <br /> <br /> Ms. Slaughter asked if it would be possible to write anything into the closing to prohibit <br />additional building on the~ land, and Mr. Gouldman replied that restrictive covenants could be <br />written should the owners agree to such an agreement. <br /> <br /> Mr. Gouldman recommended that the sentence "Such agreement shall preclude the <br />building of additional units on the vacated area" be added to condition two. <br /> <br />Ms. Daugherty and Mr. Toscano agreed to add the sentence to their amendment. <br /> <br /> Mr. Huja said that the language may not accomplish the goal of not adding units as the <br />owners could build on other parts of the property. <br /> <br /> The ordinance was amended by the following vote. Ayes: Ms. Daugherty, Ms. <br />Richards, Mr. Toscano. Noes: Mr. Cox and Ms. Slaughter. <br /> <br /> The ordinance entitled "Al,/ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING WOODROW STREET," as amended, which was offered at the October <br />7th, was approved by the following vote. Ayes: Ms. Daugherty, Ms. Richards, Mr. <br />Toscano. Noes: Mr. Cox and Ms. Slaughter. <br /> <br />STAFF REPORT: HOLIDAY <br /> <br /> Mr. O'Connett asked Council's approval to grant one additional holiday for City <br />employees between Thanksgiving and New Year's week, with all offices remaining open, and <br />the holiday accomplished within existing budgets. <br /> <br /> On motion by Ms. Daugherty, seconded by Ms. Richards, Council unanimously <br />approved an additional holiday for employees between ThanksgMng and January 3, 1997. <br /> <br /> <br />
