189 Responding to a question from Ms. Daugherty, Dr. DiCroce said she will provide Council with the statistics on the percentage of people from the surrounding area who use the Jefferson School site. PRESENTATION: FIRST AMENDMENT MOUNT Mr. Robert O2qeil, Director of the Thomas Jefferson Center for the Protection of Free Expression, asked that Council identify a site and create a citizens committee to solicit design proposals for a First Amendment Monument. Mr. Josh Wheeler of the Thomas Jefferson Center said that the corner of 7th and Main near the fountain was selected by the Board of Architectural Review as the location for the monument, but he said they are open to other options. Ms. Slaughter suggested that the matter be turned back over to staff for more discussion of the pros and cons of the sites. ORDINANCE: WOODROW STREET CLOSING (2nd reading) Mr. Toscano asked if the applicants have concerns about the conditions of the street closing other than the requirement that the property be sold. Ms. Alice Fletcher said that the applicants have no intention of engaging in further financial cost, and have no plans to add units, but are not concerned with the other conditions. Ms. Daugherty made a motion to amend the ordinance by removing the requirement that the applicants pay for the property. Mr. Toscano seconded the motion. Ms. Slaughter asked if it would be possible to write anything into the closing to prohibit additional building on the~ land, and Mr. Gouldman replied that restrictive covenants could be written should the owners agree to such an agreement. Mr. Gouldman recommended that the sentence "Such agreement shall preclude the building of additional units on the vacated area" be added to condition two. Ms. Daugherty and Mr. Toscano agreed to add the sentence to their amendment. Mr. Huja said that the language may not accomplish the goal of not adding units as the owners could build on other parts of the property. The ordinance was amended by the following vote. Ayes: Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: Mr. Cox and Ms. Slaughter. The ordinance entitled "Al,/ORDINANCE CLOSING, VACATING AND DISCONTINUING WOODROW STREET," as amended, which was offered at the October 7th, was approved by the following vote. Ayes: Ms. Daugherty, Ms. Richards, Mr. Toscano. Noes: Mr. Cox and Ms. Slaughter. STAFF REPORT: HOLIDAY Mr. O'Connett asked Council's approval to grant one additional holiday for City employees between Thanksgiving and New Year's week, with all offices remaining open, and the holiday accomplished within existing budgets. On motion by Ms. Daugherty, seconded by Ms. Richards, Council unanimously approved an additional holiday for employees between ThanksgMng and January 3, 1997.
